Despite deniala that Britain is framing a new "de fensive alliance," tlie belief is vir tually unanimous that the germ of a new. triple entente is being ini planfed at the conferences this week between Premier Lloyd George and Premier Clcmenceau and Signor Scialoia, the new Italian foreign minister. The British government refuses to make any comment upon the treaty situation in America, fearing that any public official statements might jeopardize ratification of the pact, for the. hope' persists in many quarters that the United States may put its final O. K. on the treaty and league. The British government wishes to avoid everything that . might appear like meddling in the affairs of the United States. Favor an Alliance. Meanwhile there is much inspired publicity in favor of an arrangement between Britain, France and Italy, with Spain as a possible fourth part ner, for an alliance of the western powers, indicating the setting up of an old-fashioned "balance of power," in the event America does not join the league under the original terms. Cecil Harmsworth,. under-secret tary of state in tl,e foreign office, went to Italy ostensibly on a -mission in connection with food relief. His return, however, was followed by the visit of the Italian foreign minister, who in the last few days has been having important star chamber conferences with Lord Cur zon, the British foreign minister, and Harmsworth. With the arrival of Prime Min ister Clemenceau, the stage is set for a series of significant confer ences between the leading statesmen of the three powers. The European economic . situation, which is grow ing more acute daily, the relations with Germany and peace with Rus sia are believed to be in the fore front of the subjects to be discussed in these conferences. In diplomatic circles the hope is freely expressed that the three pow ers will get together on a common plan for the economic reconstruction of Europe, and coupled with this hope is the belief thafpolitical and military arrangements will naturally grow out of these discussions that will virtually amount to a new alli ance.
