Washington, Dec. 10. Attacking
the t Cummins railroad bill as a
measure especially designed to help
the roads with thfir return to pri
vate ownership, Senator La Follette,
republican, Wisconsin,, declared in
the senate today that its enactment -would
"constitute the greatest stain '
on legislation in the history of the
American nation."
"There is nowhere in this bill one '
clause in the interest of the people,"
said Senator La Follette, who
charged that the measure sought to
validate "all the chicanery-of 17
years of railroad jubblery"t and
fasten it on the people.
Contendinp; that government own
ership was the ultimate solution of
the railroad problem, the Wisconsin
senator declared the plan had not
been given a fair test because there
had been an organized press and
railroad attempt to discredit it. In
framing the bill to meet conditions
arising with the end . of wartime
lederal control, senator La Pollette
said that "the senate interstate com
merce committee had not given a
full hearing to the army of railway
employes, vitally concerned in the
future poncy of dealing with the
great transportation systems.
Doesn't Conclude Address.
When the senate recessed tonight
Senator La Follette ha,d not con
ceded lus address and ne will rej
sume tomorrow. There was no indi- v
cation as to how much more time he
might require and leaders said they
now had no idea wh.n the bill might
be passed.

and after he had been talking two
hours, Senator King, democrat,
Utah, went to his rescue with a de
mand for a quorum, which' gave
him a 20 minute breathing spell.
When the government took over ,
the' roads, Senator I-a Follette de
clared, "the whole system was
honeycombed with y inside graft."
Examination of every system "from
the Pennsylvania down," he said,
"would show that officials were fi
nancially interested in supply and
construction companies with which
'the company employing them dealt.
"And as a result of this we find,"
he concluded, "that - stockholders
and the public were robbed because
of the payment of outrageous pricei
for supplies. The country must ex
pect to 'get bad service from any
concern infested with graft, and that
is one explanation for the condition
of the railroads at the time the gov
ernment took them over."
Railroad Head Speaks.
' While Senator La Follette was as
sailing the Cummins bill, Robert S.
Lovett, president of the Union Pa
cific system, in a statement sent to
members of congress declared the
measure "had the merit at least of
recognizing the facts of the railroad
situation and the courage of grap
pling with themHn an honest at
tempt to solve the problem."
Judge Lovett described what he
considered as the good and bad fea
tures of the Cummins and the Esch
bills, declaring that the "most amaz
ing" provision of the Esch measure
as amended by the house dealt with
labor. '
"It effectually perpetuates every
wage increase and every working
rule or regulation made by the rail- ,
road administration during the stress
of war and abnormal conditions re
sulting therefrom," he said.
Ex-Saloonkeeper Is
Held for-Bond Stamp
Counterfeit Charge
San Francisco, Dec. 10. Martin.
Cleary, former San Francisco sa
loonkeeper, said by the federal au
thorities to have been the head of a
band oPmen who conspired to coun
terfeit bonded warehouse stamps,
was arrested here yesterday on a
charge of counterfeiting.
Several thousand of the stamps
were found in Cleary 's home here,
it was alleged. John McAllister and
Harry Blain were arrested in con
nection with the same charge by the
United States marshal.
The arrests of Cleary, McAllister
and Blain followed that of J. J. Boyd
in Salt Lake City, who was charged
with dealing in narcotics. A num
ber of the counterfeit bonded ware
house stamps were found in Boyd's
possessien, the authorities claimed.
Boyd, it was said, had over 400
gallons of whisky in his possession
when arrested. Correspondence be
tween Boyd and Cleary, found .n
Boyd's possession, was said to have
established Cleary's activities witn
counterfeit stamps.
