URGES CITY TO BUILD SEPARATE STREETCAR LINE R. B. Howell Says Competi tive Transportation System Has Proven Successful In Detroit. A competing street railway line in Omaha' was suggested yesterday by R. B: Howell, manager of the Metropolitan Water board, as a remedy against increased street car fares. "There is no reason why the city should not build a competing line," said Mr. Howell. "I would like to have the power. We could use streets where there are no tracks at present. We could even build city tracks on streets where there are at'present tracks of the street railway company. ','They did this in Detroit. The municipal company there is making money. "We could run a track west from Sixteenth and Howard streets, for example to Twentieth, thence north to Harney street, and west on Har ney street to Dundee. A branch line could cut off from this line to run down into the Hanscom park district and the West Leavenworth street district. " f "The result of such a move would be the same as it was when we went to the legislature to get permission to build a plant to compete with the electric light company. Rates came down at once from 14 cents per kilowatt hour to 13 cents. They dropped later to Syi cents and later to 6'. cents. "In 1903 the capitalization' of the street railway company in stocks and bonds was just $5,000,000. To day the authorized stocks and bonds amount to $25,000,000. It's no won der they need a lot of additional revenue to pay interest and divi dends on that capitalization." Says Germany Tried to Restore Monarchy in New Chinese Republic Tokio, Aug. 7. At that time Japan tendered advice to President Yuan, and France and Great Britain took the same view as Japan did, endeavor ing to check the realization of Ger many's designs. a a- w f 1 Mayor ; . "I told the chief of police." said Mayor Smith, "that where a case of a grocery store opens like that man did last Sunday morning to supply some poor people with the perish able necessities of life, the police should not prosecute. "This does not mean that the grocery stores can all open and do a general business. If they do they will land in police court. But we will make some allowance in the present hot weather emergency."
