A ...... THE BEE: OMAHA, WEDNESDAY, AUGUST 6, 1919. MAYOR WILL NOT TAKE ACTION ON VOGEL CHARGES Ignores Accusation That Po liceman Cain Assisted In Theft of Whisky From Garage. Following the accusation of Mrs. Wm. F. Vogel that Motorcycle Po liceman Clifton Cain and Roy Kelly stole 22 cases of liquor from her garage at 2449 Bauman street July 13, Mayor Smith announced yesterday he would take no action in the matter. Police Chief Eberstein declared he was still investigating. Though Chief Eberstein gave out a state ment Friday that Cain had been sus pended pending his investtigation, a short while afterwards the police man was told to report for duty. Cain's badge, uniform and revol ver never were taken from him. Mrs. Vogel declared Cain, Kelly and two other men appeared at her house, announced they were police men and took away with them the liquor, which had been placed in the garage by a man who obtained the consent of Mr. Vogel. Chief Eberstein' and Detective Cunningham talked to Mrs.- Vogel and later Cunningham went to the Vogel residence with Cain. The po lice chief declared Mrs. Vogel failed to identify Cain as one of the men who stole the liquor. Mrs. Vogel declared to a reporter for The Bee that Cain's wife called her on the telephone and appealed to her on behalf of her husband, saying she had a 6-month-old baby and was dependent on his salary. Both Roy Kelly and his brother, Tom, declare that Cain helped steal the whisky. Lieutenant Hall to Be Given French Decoration Here The French croix de guerre has been awarded to Lt. James Norman Hall of Colfax, la., formerly a pilot in the Lafayette Escadrille,accord ing to orders received at the Omaha armv recruiting station. Lieutenant Hall enlisted in the foreign legion before the United States declared war on Germany. He downed four German planes and otherwise distinguished himself. The medal will be presented here. To Issue Service Bar A service bar, indicating service during the war with Germany, to be worn aa a part of the uniform, will be issued to soldiers now in the United States army, August 9, it was stated at army headquarters. Several Officers Discharged The following officers were discharged from United States service at Fort Crook Monday: Capt. T. Fadue, Lieut ..J. D. Domerene, Lieut. R. O. Cross, Lieut. A. Goetz, Lieut. A. M. Nepaaid, Lieut. T. D. Ford and Lieut. C. O. Appeltian. Social Workers' Picnic The so cial workers of Cmaha will hold their first picnic Thursday evening at Krug park. There are 28 social organizations of Omaha which will be represented. The picnic was planned by Mrs. George Doane of the Associated Charities. Arrange ments have not been completed in full. Retired on Pension Gus Fries, for 33 years and 3 months with the Union Pacific and for the last 10 years foreman of the headquarters building, has been retired on pen sion. Employes of the maintenance department of the building pre sented Mr. Fries with a traveling basr, gold chain and locket. In a body, Saturday night tha employes went to the home of Mr. and Mrs. Fries, 4625 Izard street, where the presentation was made. Negress Bound Over Irllne Golden, negress, arrested by federal authorities and charged with viola tion of the Harrison drug act, waived preliminary hearing before United States Commissioner Mc Laughlin and was bound over to the grand Jury under $500 bonds. May Put Bond Issue For Jail Up to Voters If Primary Is Held A resolution introduced in the city council yesterday providing that the proposition to issue $100,000 bonds to assist in the completion of a new city jail shall be submitted to the voters September 16, when the pri mary election for delegates to the constitutional convention is to be held, provided more than 36 men file for this office. Another resolution was introduced to nominate delegates to the charter convention on the same date. There is a possibility that court action may be brought to stop the constitutional convention election before that time.
