The Omaha board of education at a special meeting yesterday voted to ask the city council to make a levy of 48 mills for running the schools during the ensuing year. The legislature passed a law making 50 mills the maximum. Last year's lew did not niv sfhnnl pmrnui " ----- i - v0 i the income from saloon licenses was cut off and various expenses were in creased. OMAHA UNIONS I0N0RE MAYOR AT ANNUAL MEET t Chief Executive Not Invited to Make Labor Day Address for First Time In 25 Years. For the first time during the last quarter of a century, the mayor of Omaha will not deliver the principal address when Labor day is celebrat ed in this city, September 1. Mayor Smith is the first of the city's chief executives in the past 25 years who has not been honored with an invitation to take the most prominent part in Omaha's program for this nation-wide observance. Organized labor has ignored Mayor Smith. He has been disap proved of by the central labor body of the city, and an out-of-town speaker will be invited to address the 18,000 members of union labor here when they gather for their an nual celebration. The mayor's recent references to the cause of union labor have been condemned by the delegates to the central organization, and he has been officially declared to be unfair to the workmgmen. While arrangements for Labor day celebration were being dis cussed at a recent meeting of the Central Labor union, one of the del egates proposed that an invitation be tendered to the city's chief execu tor to deliver the principal Labor day address. The delegates who proposed the name of Mayor Smith explained that he was not prompted to do so because of his belief in the mayor's friendliness to the cause of labor, but because it had been the custom to select the head of the city government as the speaker on such occasions. The motion received a second and there were half a dozen delegates on their feet to oppose the proposition. Attention was called to Mayor Smith's many derogatory references to union labor amid enthusiastic ap plause. "Mayor Smith has misrepresented us at the city hall," declared one speaker. "On many occasions he has gone out of his way to show his contempt for us. lie has sacrificed our respect. Why should we call on such a person to address us on Labor day?" Every delegate on the floor voted not to invite the mayor to deliver the address with the exception of the man who made the motion and the delegate who offered the second. It was voted then to invite Mayor Wallace M. Short of Sioux City, as the honored guest for the oc casion. A delegation was sent to Sioux City to urge Mayor Short to accept the invitation. Mayor Short was obliged to de cline the honor because of the fact he had made a previous promise to address a Labor day gathering in another city. Mayor Short declared he would be glad to speak to a meeting here of labor men at any other time. Rise in Price of Oil Will Be Investigated Washington, July 29.
