Company Cordage and Twine 601-609 Jones St. The bankers of the nation are proceeding quietly with their plans to bring us back toward normal conditions. Unlike the political commissions appointed to deal with recon struction matters, they are withholding their methods from public discussion for the simple reason that they are advancing on the basis of common sense and not looking to establish a profitable political position. Business men, too, are lending their advice and -aid to bring about a correct understanding of our present conditions. The politically-inclined are working on the supposition that now that peace has been restored the cost of living can be lowered by a series of makeshift rules and regulations. The fundamentals of economics are ignored in their framing. The natural laws are too stern and strict for these whilom reformers. . They seek some form of temporary relief in order to vindicate their claims. Yet on all sides the level-headed business men and financiers tell us what we may look forward to. There are two other sides whitfh present just as strong argu ments against price reduction. With one of them the bankers are dealing in their usual methodical manner. This is the matter of our surplus wealth. The banker knows only too well that we have too much money we are too rich. This wealth being newly-won requires intelligent guidance in order to be made to function properly. Like the newly-rich individual a newly-rich nation is prone to extravagance. We are now suffering from this disease. As long as we permit our surplus to remain uninvested we will continue to pay extravagant prices for things we do not need, and paying abnormal wages to make them for us. The one way to overcome this temptation is to export our money to those countries which need it for both rehabilitation and expansion. The return to us will be threefold. v It will give us a return on our investment, promote our trade, and make friends. At the same time it will increase out surplus to the point where I waste and extravagance will no longer tempt us. a I When an individual has more money than he needs he is prone to spend it unheedingly in places, and for things he can easily get 5 along without I If he takes the major portion of his surplus and invests it 1 he has less to waste and proceeds to cut his cloth to fit his needs. 1 The bankers are working on the problem along these lines. iiaiiaHiiisiiei-sKsneiiei'iiiaueMinansuaiianaiieiieMeiitNaiiaiianaMeiianeiisiisiieiiatieirtiisiieiraiiBnsMiiieHeiianasi'ej'eiraiisiia'isiisne imiiiii They are organizing investment trusts and examining the mar kets where our money is most needed. Without fuss they are marking the channels in which we may drift with certainty. They know they must educate the navigators and are charting the course before they take up this phase of their plan. It is, however, the first real move to permanent benefit in our readjustment era. Another side of the question which the government-appointed reconstruction experts overlook is the threatened shortage of labor. Every employer knows that there is at present less unskilled workers to be had than he has work for. Instead of this condition improving all signs point to it getting worse. One student of this phase claims that by early next year there will be an actual shortage of over 700,000 workers in our industrial plants. He bases his figures on the stoppage of the flow of immigra tion, which accounts for between 4,000,000 and 5,000,000 less em ployes, and the expansion of old and the building up of new in dustries, which will take as many more workers from the fields pre viously demanding their services. The building, repair and operation of our new merchant marine will alone take more than 1,000,000 men away from paths they formerly followed. With such an acute shortage of labor prevailing there can be little, if any, reduction of wages, with the consequence that prices must remain about as they are. There is nothing new or startling in the facts mentioned above. They are all obvious, only it is the obvious that most often escapes the attention. Experts who have been brought up to expound theories instead of using practical methods are more likely to pass over the obvious than not. The business man and the banker, however, are dealing with things as they are in order to shape them into things as they want them to be. They know that time is a necessary element in bringing about the correct solution. 1 At present our practical men are working with time as a neces sary part of their program. They are putting aside temporary makeshifts as cures to be avoided.
