Fleisher. their attor- ney, were heads of departments of the soviet bureau. ., - The detectives, descended- upon the headquarters, in the five-room " .' suite on the fifth floor of the World - Tower building, 110 West Fortieth ?; street, shortly before ' 3 o'clock. After they had taken possession no one was permitted to . leave the buildinsr from that floor and all per sons entering the headquarters yere "requested to remain.
