OFFER TO PAY DR.
FINDLEY FOR
HOSPITAL SITE
Residents Wear Location of
Proposed Institution Ask, Re
stricted Residence Zone;
Council May Act.
A meeting of protest,, held last
night in the City Planning board's
rooms in the city hall against the
proposed establishment of a mar
tcrnity hospital by Dr. Palmer Find
ley on Thirty-ninth street, north of
Farnam street, resulted in an oner
that these residents pay the doctor
for the investment he has made in
the site, plus other expenses and
that the planning board shall there
upon recommend to the city coun
cil that this neighborhood be re
stricted for residence purposes.
Dr. Findley did not signify his
intention. of accepting the offer, but
the protestants believe that he will.
Those who attended the meeting
uttered strong words of condemna
tion against the building of this in
stitution in a neighborhood that has
teen developed for many years as a
hne residence community, lhere
were hints that if no other solution
should present itself, the residents
would seek by injunction in the dis
trict court to , restrain the doctor
from carrying out his plans.
Shy at First.
Members of the planning board
were at first shy of the proposition
of recommending this particular dis
trict as a restricted residence sec
tion, because they have been under
the impression that a new law re
auircs them to zone the entire city,
The attendance of 25 women resi
dents of the neighborhood added
zest to the occasion.
H. H. Baldridge referring to the
new . zoning law said, "We would
not get anywhere if we tried to zone
the whole city at one time." He
held that the planning board has
power to declare this particular
zone. Other speakers insisted that
the wise thing for the board to do
would be to recommend this zone
to the city council and then .let the
courts pass upon the full meaning
of the law. Inasmuch as all of these
residents asked to have their neigh
borhood zoned as a residence dis
trict, the protestants contended that
the planners would be safe in , ac
ceding to this general request.
Would Depreciate Property.
Mrs. L. F. Crofoot said: "This
hospital would depreciate our prop
erty which is across the street from
the proposed location. We would
not be able to give it away. Why
couldn't the doctor place his hos
pital near the University hospital on
Forty-second street? He would be
welcome out there. He is seeking
to locate his hospital in an estab
lished residence neighborhood. Why
couldn't we get an injunction in
court against the hospital?"
Mrs. H. H. Baldrige asked those
present who had been informed of
the doctor's building plans when he
bought the site to hold up their
hands. Only one hand went up.
"I would suggest that the plan
ning board act now and then let it
go to court if necessary. I believe
the zoning law was meant to meet
just such a situation as this one,"
said Mrs. E. G. McOilton.
After Dr. Findley explained his
proposition to the protestants, Mrs.
Baldrige said:
"Wny didn t you go to all of the
people who live there and ask them
about it? You went to see Mr.
Stull. It is not necessary to have
this hospital in a residence district."
Would Purchase Property.
"It is evident that the residents
of Thirty-ninth street and of Thirty-eighth
avenue are unanimously
opposed to this hospital," said L. F.
Crofoot. "I think that this board is
undertaking a .colossal task to try
to zone the wnole city. The men
of this district will buy the prop
erty from Dr. Findley if the plan
ning board will recommend the dis
trict as a residence zone to the city
council. There is an unanimity of
hostility that would work against
the success of the hospital should it
be established. I know that I would
have a hammer out for it."
E. G. McGilton suggested that
Dr. Finley might locate his hospital
in Bemis park, which is the doctor's
home neighborhood.
O. C. Redick wanted to know
what the planning board would do
if the hospital should be established
and then a boiler works or soap
factory should be located next door.
By the same token, he argued, the
board should now protect the resi
dents against the encroachment of
a hospital. :
Don't Want) Ambulances.
C. F. McGrew declared that am
bulances and undertakers' wagons
would be driving within SO feet of
where the members of his family
steep. "I don't want a proposition
of that kind," he, said.
Among the women present were
