(By the' Asso ciated Press.) President Wilson has informed the council of four, it was reported in peace conference circles today, that the other mem bers of the council would be- pre pared for the United Staes not to take a mandate for Constantinople or any other part of Turkey. This is interpreted not as the personal inclination of the president against a mandate, but as a precaution in case congress does not approve of a Turkish mandate. The reported stand of-he presi dent has had the effect of starting two distinct movements with rela tion to the Turkish problem. The first : to place Constantinople un der an international commission in which all the great powers would have a voice. When former Em peror William II. of Germany is placed on trial before an interna tional tribunal for having committed high crimes against universal mo rality he will furnish the incriminat ing evidence against himself. In fact, the commission which had his case in hand and reported to the peace conference is held to have pre- acceptable, the second plan will be put forward. This plan is based on the assumption that if the riv alries among he great powers of Europe make it expedient for Great Britain, France or Italy to take the mandate, to entrust it to Greece with the support of the great powers. Premier Venizelos has let it be known that Greece is ready to as sume the mandate if neither the United States nor an international commission is prepared to assume responsibility. pared enough evidence to convict the former kaiser by merely quot ing the speeches he made before and during the war. Therefore, keep the powder dry, the sword shapened, the eyes aimed at the object, the muscles strained and down with the pessim ists." 3. June 13, 1918, speaking at Doe beritz, after reviewing his troops, he said: "Let them til come up, we are ready for them." 4. August 25, 1918, speaking at Koenigsberg he said: "I consider myself an instrument of God without paying the slightest attention to the talk of the day, I follow my own road." Take Paris or Die. 5. In' an order of the day, issued to the troops and dated August 30, 1918, he said: "You must take Paris or die." 6. In an address to the troops on the Yser, September 3, 1914, he said: "I am the instrument of the All Highest. I am His sword and His representative. Death to all those who would oppose my will. Death to all those who would not believe in my mission. Let perish all the enemies of the German people." Spare No Towns. 7. In 1915, when German armies jnvaded Russia, he addressed them as follows: "Should you be forced to retire in Poland, then spare no town and no house. The earth beneath your feet shall be bare." 8. October 12, 1915, addressing socialist members of the Reichstag, he said: "France is the greatest disappoint ment of my life. I have decided that it must perish." No Nonsense From U. S. 9. October, 1916, he said to Am bassador Gerard: "After this war I shall stand no more of this nonsense coming from the United States." 10. In June, 1917, he telegraphed to King Constantino of Greece: "Your dethronement, of course, will be only temporary. Germany's iron fist will put you back upon the throne, from where no one will be rightfully able to remove you. The armies of Germany and its allies will take vengeance on those who lifted their traitorous hands against you." 11. ' May 15, 1918, addressing a municipal council he said: "I have just seen the devastated part of France. When I saw the ruin I knew what Germany had been spared. Let those whose hearts grow faint see the devastation. They will soon cease finding fault and become reconciled to Ger many's fate."
