Secretary Wilson Condemns a Photoplay Advertisemen Washington, April 18. Secretary Wilson today asked the Department of Justice and the Postoffice de partment to take all possible legal action against a photoplay advertise ment urging theater operators to put up red flags and hire soldiers to tear them down to obtain patronage for a picture depicting phases of bolshevism. The advertisement, appearing in a motion picture maga zine, described the film as an "ex posure of socialism and bolshevism," the secretary of labor said, but he declared that he had never heard of more dangerous advice in an effort to get business. Wilson Orders Board to , Reopen Price Discussion Washington, April 18. President Wilson has directed the industrial board of the Department of Com; merce and the railroad administra tion to reopen discussion of price stabilization and endeavor to find a common ground on which they can agree. Chairman Peek announced today that the board would take up the question with the railroad adminis tration immediately, but any action probably will have to wait the re turn of Director General Hines next week from an inspection trip in the west. On the heels of a statement is sued by Yale C Holland, Gus Hy ers' special liquor prosecutor fot Douglas county, lauding P. C. Smith, former state agent accused of bootlegging, for his activity in running down liquor dealers, and da claring him to nave been straight forward in the discharge of his du ties. Police Judge Fitzgerald yes terday morning asserted he knew the man to be totally irresoonsibte. "My information is that Smith was a bootlegger before he was em ployed as a booze hound," asserted Judge Fitzgerald. "I did not know him very well. This briefly is niv estimate of the man." Was Police Court Character. - Until several weeks ago, Smith, the man in whom Prosecutor Hol land expresses his confidence, was a familiar figure in Judge Fitzgerald's court room, where the police judge A 1.. 1 1 C-- . Riha, plumbing contract- -or and business man on the South Side, asserted that he purchased 25 pints of whisky from Smith, tne , which he paid $50. The deal was made while Smith -was acting1 as booze agent for Gus Byers, Mr. Riha asserted, and the money was paid Smith in a South Omaha bank. Alleged Whisky Peddler. Smith sold whisky to other per sons in South Omaha, it was said, and if Mr. Holland desires to, . he may obtain their names, it was de clared. "I have very little use for whisky myself," said Mr. Riha. "I knew this man was going crooked. I knew he was imposing on innocent ' people, some of whom were niyf . friends and neighbors. My purpose in arranging this deal with Smith was to get the goods on him, . I wanted to see Governor McKclvie put some one who was sincere here to work, and in order to accomplish this it was necessary to show what manner of man Smith was." No Report, Says Holland. Mr. Holland declared that he never received a report to the effect that Smith was bootlegging, other, than a complaint filed with him by a police captain, who he said warn ed that rumors were afloat to this effect. . ' "Sam Melick, who was the chief of the Omaha snuad of liquor agents, and I heard this complaint,"' said Mr. Holland. "The matter wjs not investigated because we be lieved Smith to be straightforward." Mr. Holland declared that in the event Smith should return to Ne braska and seek employment again with the state, he believed an inves-, tigation should be conducted be fore the man would be allowed to renew his activities. May Pay V-Loan Notes . . .Iii Six Installments, Last On Armistice Day Secretary Glass, in issuing the new Victory Liberty loan notes, planned that payments might be made on them in six installments, the final payment falling on Novem ber 11, the anniversary of the sign ing of the armistice. The first payment of 10 per cent of the subscription to the notes l is payable on application and must be made on or before May 10. The second payment 10 per cent falls July 15; third, August 12; fourth, September 9, 20 per cent; October 7, 20 per cent, and final November 11, 20 per cent. The notes will bear interest from; May 20. The first interest will be due and payable December 15, 1919, and thereafter will be paid semi anually on June 15 and December 15 of each year. The government reserves the right to redeem the notes on June 15 or December 15. 1922, or let them run to maturity, May 20, 1923. Army Officer Found Dead With Bullet Wound in Head San Antonio. Tex.. Aoril l8. Lt. N Col. Clyde J. McConkey, camp in spector at Camp Travis, was found dead in his quarters today with a bullet hole through his head. His pistol was found beside the body. Colonel McConkey was marnei and his home was at Brevator, Minn. He was 32 years old and had seen serv ice in France. Earthquake Recorded at University of Kansas Lawrence, Kan., April 18. The seismograph at the University of Kansas recorded an earthquake shock beginning at 2 minutes after 4 o'clock this morning and continuing for an hour and 6 minutes. The ' estimated distance from Lawrence to the origin of the shock was 94C miles, probably in northeastern Mexico or in the- Gulf of Mexico.
