Proposed League of Nations Anything But Union, Says Former Secretary of Treasury Shaw. - (Special to The Bee.) ; Los Angeles, Cal., April 5. Be . fore the Dei Moines club of Los t Angeles, in an address here last ; night, dealing with the league of nations, in general, proposed by Z President Wilson at Paris, Leslie ; M. Shaw, former "secretary of the treasury of the United States and J also former governor of Iowa, said J that President Wilson, as a histor- ian, agrees with all other historical . writers in that the experience of the United States itself as a league of nations, during the period of the 13 1 sovereign original states, was a fail ; ure. Said Mr. Shaw: "The six years . following the revolutionary war 2 were more precarious ones for the 13 states than their seven years dur- ins the war." I, Continuing Mr. Shaw said: "The admitted weaknesses of that experi mental league arc the identical weak- , nesses which th" critics of the pro- l posed league discover in what has , been offered as a constitution for the I league. Under the old articles of J; confederation many debts were in- curred and none paid, because the !' league had no power to levy or j' collect taxes. J Rejected Proposals. ! '"These articles of confederation. like those of the proposed league of !' nations, could be amended by unan ; imous actions only, but the states rejected one proposed amendment ; after another, permitting imposition of a five per cent tariff, proceeds to be used exclusively in paying the in- 1 terest on debts contracted by the league (or confederation)." Mr. Shaw pointed out that under this, -rangement things financially went rom bad to worse until the states were compelled to call a con vention to amend the articles, this , proceeding resulting in the drafting of the constution, its submission and ',' ratification, all of which fulfilled the ; ' demand for "a more perfect union." Regarding the claims that he ' league of nations, as proposed at Paris would prevent war, Mr. Shaw said: "Who is, credulous enough to be ' lieve that the proposed constitution, which, admittedly, does not unite, but at best, only confederates, will , prove more efficacious as a peace preserver than the constitution of the United States, which Gladstone ; declared the greatest chart of free ' dom that ever fell from the pen of man at one time. Not Union. , "The proposed league of nations . is anylhing but a union and yet, it , proposes, ultimately, to gather '. , within it's jurisdiction all the na- tions of the earth, i ' "Economic rivalries, which Presl . . dent Wilson says, have' been the prime causes of war, and which, he . asserts, must be prevented in bind ; ing terms, else peace would be 'both insincere and insecure,' are elimin ated as far as possible between the states of this proposed union. "Rut if Mr. Wilson's avowed in ; tention to affect international free tfade by means of this proposed , league is not definitely squelched and prohibited, the American people ' will surrender their industrial and economic independence." March Says Circular i Did Not Mean Army Had Not Curbed Typhoid Washington. April 5. General March said today the purpose of the ' circular of instruction issued by the chief medical officer of the expedi tionary force ordering greater pre cautions against typhoid fever did not mean that the army had failed to ' curb the disease. The circular ' charged that many officers had been guilty of negligence and careless. General Marin pointed out that the '. -pital admission rate for typhoid ' fever during 1918 was .356 as against . a Spanish war rate of 85 men per ; thousand. The highest death rate . ever reached for this disease in the ; American expeditionary forces in , F ance. he added, was J.94 on Feb . ruary 6, 1919, one-twenty-fifth tf the Spanish war rate. The total number of deaths in the American army in France from typhoid fever was 90, or at about one-third of the death rate from this disease in civil lift. ( Stork Makes 44,000 Gain on Grim Reaper Since March . New York, April 5. Money cir culating in the United States this ; month is sufficient to give every man, woman and child $54.56, an in ? crease of 80 cents over the per cap , ita circulation in March and an in- crease of $4.80 over a year ago. The total amount of money of all kinds ; available for paying bills is $5,847, 363,641. The population is esti- . mated to be 107,166,000, an increase of 44,000 since March. v Forty Arrested for Theft of Flour from Relief Ship , London, April 5. A Reuter's dis ' patch from Berlin says that the dis : tribution of the first American flour to arrive in Germany began at Ham burg on Thursday. Half-pound ra tions were sold at 2.14 marks. There are reports that a large quantity of flour was stolen while American . ships were being unloaded at Ham- burg, and that 40 persons have been : arrested. Banish Hapsburg Family and Confiscate Property Copenhagen, April 5. The Ger . man-Austrian national assembly has ' passed the bill banishing members of the Hapsburg family and con fiscating their property, according to Vienna advices.
