Promised Men Who Enlist in Army Now . Service with the American ex peditionary forces within three months is assured those who enlist in the new army of the United States, to number 50,000, authorized by the War department, according to a telegram received today at the local recruiting station. Enlistments are to be" made under the following conditions: White men only are eligible; enlistment period to last three years, and acceptance! into the army are limited to the in fantry, cavalry, field artillery, en gineers' and medical corps. Fur ther instructions pertaining to the raising of the new army are that the men are to be sent immediately to Fort Logan, from where they will be transferred to a port of em barkation on the east coast. The men will be sent overseas in com plements of 1,000 each. Mackay Alleges New Telegraph Rate Will Cost Users Huge Sums New York, April 1. Clarence H. Mackay, president of the Postal Telegraph-Cable company, in a stetement today, said that the 20 per cent increase in telegraph rates ordered by Postmaster General Burleson means a loss of $16,000,000 a year to telegraph users. He de clared his company would restore, the old rates at once if Mr. Burle son would relinquish control of the Postal lines. Straus Says Zionist Movement Is Impractical and Will Not Cause Emigration. By ROBERT WELLES RITCHIE, Universal Service Staff Corres pondent. London, April J. Zionism or no Zionism, the world's scattered Jews will not go back to Palestine in any great numbers, according to' the opinion of Oscar S. Straus, perhaps the most representative New York Jew, who at present is in London and Paris in the interest of advanc ing the league of nations covenant. I had to see Mr. Straus the other day on a matter concerning the league, but I seized the opportunity to get his ideas on the immediate future of the new state of Palestine which appears about to be born out of the peace conference with Britai. for a fostering godmother. Not a Zionist. "I am not a Zionist," Mr. Straus emphatically declared. "Perhaps that is because I am too practical. But I have a strong spiritual sym pathy with Zionism as an idea as an idea, mind you. I shall not live to see the day and remember I am 69 when Jews in any numbers will be emigrating back to the land of their fathers. Long after I am dead, perhaps; but who can tell of the fu ture. "If there is to be any marked ra ical movement of the Jews back to the holy land it will start in those countries of Europe where there used to be, and still are, restrictions against people of my race. Much depends upon how soon and how effectively certain conditions which now obtain in central Europe are ameliorated." Straus Diplomatic. Mr. Straus was too much of a diplomat to specify Poland and Rou mania as the scenes of these, recent anti-Jewish agitations. "If you ask me if I anticipate any marked emigration of Jews from the United States and Britain to Palestine," he continued, "my an swer is decidedly no. I doubt if one-half of 1 per cent of the Jews now citizens of those nations can be induced under any circumstances to uproot themselves and emigrate to any shadowy land offering a very problematical living. "Speaking for the vast majority of the American Jews, they have become prosperous and patriotic cit izens. Millions of them are American-born, though of Jewish faith and ancestry, and consider them selves as solid Americans as the de scendants of the Puritans them selves! I think events of the last four years, both in Britain and the United States, thoroughly justify this attitude of theirs. Portland Cement Company Reduces Price of Product C. D. Council Takes Action on Anti-Insurance Agreement The city council took formal ac tion on an agreement to discontinue all insurance on city automobiles.
