THE OMAHA BEE. IS DAKER REPLIES TO CHARGES OF I CHAMBERLAIN Alleges Present Court Martial ' Law Enacted by Senator Who Has Not Sub mitted Amendments. Washington, March 21. Senator Chamberlain of Oregon, chairman of tin senate military committee, made public yesterday a letter to Secretary Baker, in which he charged the war secretary with be ing under the influence of reaction aries opposed to changes in the army court-martial system, with acting in bad faith toward congress and with ordering an investigation which the senator said, in his judgment was de signed to destroy Lt. Col. Samuel T. Ansel!, "the man who exposed the injustice of the present system." With his letter Senator Chamber lain gave out the following tele gram received from Secretary Bak er, now on an inspection trip in the west. ; "More than a year ago I asked of the military committees of both the senate and house legislation to cor rect the evils of the present court martial system. I shall renew the tequest when congress assembles. . There would seem to be, therefore, no controversy on the merits of the subject. Have not yet seen the let ter in question and cannot imagine why my consideration of it on my v return will not be time enough." S Baker Replies. Yuma, Ariz., March 20. Newton ' D. Baker, secretary of war, enroute from Los Angeles to El Paso, Tex., replied to the charges made in Washington by Senator Chamber lain of Oregon, that the secretary was under the influence of reaction aries, opposed to changes in the army court-martial system by as serting that Senator Chamberlain himself caused to be enacted the system he is attacking. Secretary Baker's statement fol lows: "I can not permit myself to be drawn into a newspaper controversy with Senator Chamberlain about of ficers of the army to whom I hold an official relation and whose con duct I must judge dispassionately and upon all the evidence I can ob tain. "That duty is mine and not Sena tor Chamberlain's, and I shall per form it unbiased and unhurried by abuse or agitation. "It is important, however, to note that the system of court-martial and of military justice, which the sena- , tor attacks, is one which he caused to be enacted in 1916, when it was presented to me as a reform and a v moderation of the previously exist- ; ing irregularities. I "It is also important to note that the amendment which I sent to Sen- . ator Chamberlain as chairman of the : military affairs committee of the senate more than a year ago and more than a year before the occa- ' sion for the present discussion, has so far as I know never been pre sented by him to the military af fairs committee for consideration." Anti-Trust Obstacles May Prevent Fixing Iron Price Washington, March 21. Possible ( anti-trust law obstacles to the gov ernment's price stabilization pro gram were the subject of a confer ence today between the industrial oard and Attorney Oeneral Palmer. Members of the board, headed by Chairman George N. Peek, "went to the Department of Justice to lay be fore the attorney-general the agree ment reached last night with the steel trade, tinder which it is pro posed to fix the scale of generally reduced steel and iron prices for the I year 1919. Announcement of the ' complete scale was held up pending 1 ' advice from Mr. Palmer as to - ' whether the legal branch of the gov ernment looks upon the agreement as a violation of the anti-trust laws. Army Officers Puzzled Over Theft of 100 Guns Baltimore, March 21. Officers of . the U. S. Army Intelligence bureau late yesterday searched the Japanese f steamship Toso Maru, which arrived here from France last Monday. The steamer brought ordnance and other government material and the bill of lading called for 100 airplane ma chine guns, which are not now on board. Capt William E. Linthicum of the intelligence bureau, questioned all on board without gaining any satis factory information. It appears that "the guns were stolen before the ship sailed from Bordeaux for this port. Sinn Feiners Raid Dublin Airdrome to Secure Guns Dublin, March 21. (By Associat ed Press.) The biggest raid by Sinn Feiners to secure arms which has as yet been recorded took place yester day at the airdrome near Santry, six miles from here, when Sin Feiners numbering nearly 40 overpowered the. soldiers on guard and seized 80 service rifles. There were only three sentries on duty and eight more soldiers were resting in a guard hut They were bound and gagged and were tied to beams in the hut. The mili tary motor cars at the airdrome were disabled to prevent pursuit and the raiders made their escape. Messenger Boys in New York Strike for Increase in Pay New York, March 21. Nearly 800 messengers empljyed by the West ern Union Telegraph company went on strike here last night, demand ing higher pay and "re-establishment of the sons system" for message de I livery.
