Lowcf freight rate in many cases, on shipments of livestock in south western territory were, in effect, provided today by an order of tli interstate commerce commission suspending operation of long and short haul regulations affecting tliil class of traffic. The rule, which affectj both federal-controlled and non-controlled lines, reads as follows: "When two or more routes ol railroads composed of lines parties to this tariff shall be in- operation between shipping point and point ol destination, the lowest rate applica ble via any'of such routes shall ba applied via the other routes accept ing the freight for transportation between such points. In an swer to numerous inquiries con cerning liberty bond tax exemptions the treasury today announced that a maximum of $110,000 of liberty bonds may be held by any taxpay er, with interest exempt from sur taxes and excess profits and war; profits taxes, providing the holdings are distributed in a certain way. This is in addition to the first 3 1-2 per cent bonds, which are entirely tax exempt. The distribution ' may be a 3 fol lows: An aggregate of $5,000 of the first and second 4's and 4i's, third and fourth 4'i treasury certificates or war savings stamps; $30,000 of first 4J4's, $30,000 of fourth 4's, $45,01)0 of first and second 4's and 4's nd third 4J4's as to interest re ceived after Jan. 1, 1918, tliis exemp tion conditioned on original sub scripition to, and holding at the timo of filling tax return, of two-thirds, as many fourth liberty bonds.
