An old fashioned oratorical "hot time" is looked for at the public meeting scheduled at the city hall, Saturday night, to discuss the bill introduced in the legislature taking from property owners the right to initiate street improvements by ma jority petition and conferring it on the city commission. Opposition to the bill is growing among property owners as they be come aware of its features and a crowded house is expected. Particu larly keen interest is shown by prop erty owners involved in the pro , iected change of grade of St. Mary's ivenue and intersecting streets, rhis grade change has been a live issue in that quarter for two years, and the inability of the promoters to obtain a majority, petition is said to be the principal reason for the attempt to deprive property owners by legislation of the right of major ity petition enjoyed since Omaha won a place on the map. Several other large and small im provements are involved which would be difficult to put over by a majority petition. With the city conimissioneri exercising the ripht to go ahead with street improve ments without the consent of the majority of those who would pay the bills, the way will be cleared for big improvement projects now und'r the lid at the city hall. Protects Rights. Supporters of the city hall plans contend that the bill protects the rights of property owners, inasmuch as a majority protest would defeat any given improvement. There's the rub. Iu the St. Mary's avenuj district a majority against 4 the grade is impossible within any time limit as is shown by thecxperi ence of the past two years. On this point it is reported that Commission er Towl has made overtures to thi Federation of Improvement Clubs to raise the protest limit from, 10 days to 60 days, but with what result is not disclosed. Another development in the battle conies from Lincoln. A Douglas county representative is said to have sent a message to the Federa tion of Improvement Clubs suggest ing that the federation extend an in vitation to the house of representa tives to come to Omaha in a body and hear the issue discussed on the spot. Both sides are priming their heavi est artillery for action. Big guns and a big crowd promise one of the live liest town meetings Omaha has had. U. S. May Prohibit the j Importation ofWheat, Rice, Rye, Oats, Barley Washington, Feb.' 21. Prohibition of importation of wheat, rye, barley, oats and rice from Australia, Japan, India, Italy, France, Germany, Bel gium, Great Britain, Ireland and Brazil is under consideration by the Department of Agriculture, because of the prevalence in those countries of two destructive grain diseases, flag smut and whitehead, or foot rot, also known as the take-all disease. A hearing will be held at the de partment March 25 to determine whether aNjuarantine is necessary. Man is Run Down by Street Car and is , Seriously Injured J. E. Loughey, 5102 North Thirty third street, was seriously injured when he was run "down, by north bound Sherman avenue car at Six teenth and Madison streets. Loughey, who just got off a south bound Sherman avenue car, stepped in front of the northbound car. He was taken to the Swedish Mission hospital. Loughey suffered a concussion of the brain, a probable fracture of the skull and probable internal injuries. Government Still After Men at Good Salaries Auditors and accountants are urg ently needed by the government to aid in bringing to a successful close the tasks created by the war. Good salaries are promised to those who qualify. The inconme tax unit of the bu reau of internal revenue, Treasury department is in urgent need of 350 traveling auditors and resident audit ors for the higher grade positions, which pay entrance salaries from ?3,000 to $4,50 a year. The ordinance department of the army needs at once 250 senior cost accountants at entrance salaries from $2,200 to $4,200 a year, and 250 jun ior cost accountant at $1,200 to $2, 000 a year. The Interstate Commerce commis sion wants 50 examiners of account ants. These arc usually appointed at entrance salaries from $1,800 to $2,100 a year, the higher-salaried po sitions, paying from $2,200 to $3,000 a year or more, being filled as a rule by promotion. Kiev Reported to Be Again in Hands of the Bolsheviki Warsaw, Feb. 21. (By Associated Press) It is reported that Kiev is again in the hands of the bolsheviki, a large number of whom have come from Moscow to assist those who have been in the city. Advices re ceived here indicate that French troops advancing from Odessa are half way to Kiev. Parrish Considers New Position at Washington Having completed his work as publicity director for the federal food administraton in Nebraska, E. V. Parish has a call from the war risk insurance bureau of the Treasury de partment to take up publicity work.
