prehensive program for private
ownership and management of rail
roads under strict government reg
ulation was laid before the senate
. interstate commerce committee to
day by T. Dewitt Cuyler, chairman
of the Association of Railway Ex
ecutives, representing practically
all leading roads in the United
States. The plan includes pro
vision for merging systems, a large
measure of unification of operation,
pooling of facilities and, in certain
cases of earnings, and in enforce
ment of adequate service under su
pervision of a secretary of trans
portation, a new cabinet office with
the Interstate Commerce commis
sion acting as a supreme court of
review of rite disputes
Wage Adjustment Board.
Wage and employment disputes
which could not be settled between
employes and managements would
be referred to an adjustment board
within the department- of transpor
tation under the plan, and strikes
and lockouts forbidden pending in
vestigation. "The power of regulation, in
cluding all rates, state and inter
state should be exclusively in the
..hands of the national government.
State commissions should not be
interfered with by the federal act
except so far as necessary as to
carry out the purposes herein men
tioned. "No new or branch lines of rail
road or"T3rge and expensive ter
minals should be constructed unless
,a certificate of public convenience
and necessity is first obtained from
the secretary of transportation.
. "The carriers should have povr
to initiate rates, schedules of which
should be filed with the Interstate
Commerce commission, with the
secretary of transportation and with
the state commissions in which the
rates are applicable."

sociation of Railway Executives
represented 93 per cent of the rail
way mileage of the country and in
cluding virtually all big lines except
the Southern railway.

Overpick, superintendent of the Oli
ver mining property in the Buhl
district, was critically injured by
flying rocks and debris; C. A. Knee
bone, prominent Oliver official, was
cut about the head and face, and
Henry Brandt, of Virginia wa3 uni
ilarly injured in an explosion of dy
namite yesterday. They had en
tered the mine to make an inspec
tion and were not warned of the
impending firing of the charge.

Hanover, N. H., Jan. 9. Frank
M. Anderson, professor of history at
Dartmouth college, received word
yesterday he had been appointed by
the State department on the staff
of the American peace mission to
Paris.

SAYS HITCHCOCK
Senator States That American
Troops Are in Disordered
Land on a Friendly
Mission.
Washington, Jan. 9. American
and allied operations in Russia are
friendly and not hostile to the Rus
sian people, although in opposition
to German-bolshevik forces. Chair
man Hitchcock of the senate for
eign relations committee, said in an
address today, replying to the re
cent demand of Senator Johnson of
California, for an officiajstatement
of the American policy in Russia.
"There is no Russia," he declared.
"What was Russia is a vast disor
ganized aggregation of local govern
ments." Senator Hitchcock prepared his
address after consulting with Acting
Secretary Polk at the State depart
ment. After pdinting out that
seizure of the ports of Vladivostok,
Murmansk and Archangel was pro
posed by the supreme war council
to prevent Germany from obtaining
valuable stores, he said:
"In each case it was done as a
measure of war against Germany
and not against Russia. In each
case the local Russian government
exists and functions with the Amer
ican and allied soldiers. N
Disorganized Aggregation-
"There is no Russia. What was
Russia is a vast disorganized aggre
gation of local governments. Lenine
and Tro.tzky have the great cities
of Petrograd, Moscow and some
others, and thus have the center of
the wrecked nation, but it is the
most unhappy, most lawless, brutal
and most bloody. Other parts of
Russia are comparatively calm and
orderly.
"We sent about 10,000 men to
Vladivostok, the Pacific port, and
about 5,000 to Archangel, the Arctic
port in European Russia, and Mur
mansk, the port which leads to the
Murnam coast."
