to interfere with injunctions.

Paris, Dec, 23. The first column
of the first page of the Matin, was
censored yesterday. Only the head
lines of the article were left. These
read: "Yesterday's Utopia tomor
row's realitv. Constitution of
society of nations under serious
consideration. Germany and her al
lies will only be admitted if they
accept principles on which entente
governments shall have agreed."
The Matin today was authorized
to print the article which was cen
sored yesterday. The article, the
first headline of which read: "Yes
terday's Utopia Tomorrow Real
ity," sets forth the manner of pro
cedure of the "promoters of a
league of nations acting in agree
ment with i the allied governments."
The formation of a leagu of na
tions, the article says, will be in 1
three stages. The allied govern-
ments will decide the principles of
such an organization, which will in-
elude compulsory arbitration and
limitation of armaments. Germany
and her former allies will then be
told that they must accept these
principles, after which the treaty
of peace will be formulated. Later,
a conference will be held to discuss
the formation of a league. Neutrals
will be admitted, the article con
tinues, but Girmanv would not have
an equal standing until she had ex
piated her misdeeds and before she
can do so an international organiz
tion will be working.
In Three Stages.
"There will be three stages," the
Matin says. "First, the allied gov
ernments will settle among them
selves the principles of a league. As
a fundamental rule they will set
down the right of peoples to de
cide their own destinies. As a prac
tical consequence it follows that
there will be limitation of arma
ments and compulsory arbitration
among the nations. It seems indis
pensable that at this point the en
tente countries bind themselves to
put these clauses in the preliminaries
of peace.
"It has appeared absolutely nec
essary to the promoters that the
regime of the future world should
be fixed in its main outlines before
there are any questions of indem
nities and territories, so that for
the first time in history the deliber
ations of the plenipotentiaries
shguld be dominated by higher
ideals than mere individual interest.
"The second act will consist in
notifying the enemy powers of the
fundamental principles laid down
in the preliminaries and requiring
fro mthem their adhesion to these
principles. As to other conditions
of peace preliminaries, as in the case
of stipulations of a territorial, finan
cial and economic character, no disr
