THE OMAHA BEE - 13 NOT FRAUD, BUT CARELESSNESS, AT HOGJSLANB Government Report Makes Nc Charge of Criminality, butt Suggests Probe of Ex cessive Cost. Washington, Dec. 20. The re port of the Department of Justice on the government's great Hog Island shipbuilding project, made public at the White House today on wireless instructions from Presi dent Wilson, says searching inves tigation has disclosed no criminal liabilty, but recommends that a board of arbitration determine what part, if any, of the more than $60, 000,000 the plant cost was in excess of reasonable necessity. In brief, the investigators report: That the facts do not justify crim inal process and that no fraud or secret profits had been established. That the probable cost of the plant will be about $61,000,000 (in cluding $6,000,000 for additions by order of the Emergency Fleet cor poration), compared with an orig inal estimate of ?21.00(M)00 and a re vised estimate of 327.000,(100. That no clear explanation of this discrepancy has been forthcom ing. That prior to February 1 last, a condition existed at Hog Island which "superficially at least would impress anyone as an organized riot." That the contractor or agent, the American International corpora tion, in substance, has taken the position that since this was a war Job cost was of minor importance; and. That the question of reasonable ness of the expenditures should be referred to a board of arbitration provided for in the contract, pro ceedings to be closed if the board finds the expenditures reasonably necessary, or otherwise, payment of the excess to be demanded by the government. The report also slated that the contract substantially was being complied with and that the contro versy hinged "not so much upon the question of accomplishment, but illi cit means, methods and expendi tures." The Department of Justice inves tigation was made by two assistants to thelttorney general G. Carroll! and Mark Hynian beginning last February. "The most significant single fact indicating the point of view at Hog Island," the report says, "was that bills for material, largely lumber, were prepaid (and properly pre paid) to the extent of over $10,000, 000. but no effort was marie by the agent until our investigation to 'prove whether prepaid bills were in fact followed by actual receipt of the material paid for." x Many Aliens Now Held By U. S. in Internment Camps to Be Paroled Salt Lake City, Dec. 20. Thirty per cent of the enemy aliens now in terned in the third war prison at Fort Douglas will be recommended for parole according to David der ation, chief of the local otticc of the bureau of investigation, department of justice and the work of investigat ing them with a view to such recom mendation is now under way. Others may be granted parole, if investiga tion warrants, while the others wil1 be deported on report of the immi gration bureau. Under the new anarchist act, all aliens who believe in or advocate 'the overthrow by force or violence of the government of the United States or all forms of law, or who disbelieve in or are onnosed to all organized forms of government shall on the warrant of the secretary of labor be deported to the country from whence he caine. Under this classification all the I, W. W.'s in the Fort Douglas prison camp are placed, and their deportation will be recommended according to I). Ship Worker Got Average Wage of $220 Each Day Boston. Mass.. Dec. 20. Rlaph Adams Cram, member of the Bos ton planning board, told the mem bers of the Boston Housing associa tion yesterday that he had found at the Fore River yard of the Beth lehem Ship Building corporation a die cutter who received $224 for one day's pay. For a period of four months this man averaged $220 every working day, Mr". Cram said. The die cutter, according to Mr. Cram, was given a new machine to work with which made it possible for him to increase his output great ly while the piece work basis upon which he was paid remained un- B.N.
