TAX .SITUATION COMPLICATED BY LACK OF LAW Delay of Congress inf assing Revenue Statute Puts the s Treasury Department - in Quandary. , Washington, Nor. 29. Chaotic conditions in the collection of taxes next year now seem unavoidable, according to a treasury statement which has been prepared, comment ing; on the deJay of congress in en acting the pending revenue bill. This statement, to be made public short , ly, will explain why the internal rev enue bureau is proceeding with plans to collect taxes under the old law, vith its levies far below those pro posed in the new measure. The only way to avoid resorting to collections under the old law, the treasury now believes, is for co -gress to rush the bill to completion within two weeks. Most house and senate leaders do not believe this pos3ille. In fact, leaders of both parties are said to share the opinion at the treasury that the meaire even may not be enacted at thises sion. . I . SixMonths Wasted. Consequently, the situation ap pears to be that all the work of congress on revenue legislation dur ing the past six months may go for naught, and that the present rev enue law will be enforced for an other year, with possibly a few addi tional levies. 1 In view of this, congressional ; leaders have discussed wjth treas ury, officials the advisab?lity of try ing 10 rusn inrougn noiu nouses a ;oint resolution imposing war profits taxes according tp the pian formu lated in the pending bill, and adding this to the old law to ma&e up the part of the deficit betweeefi the $4.- 1 000,000,000 which the existing law probably would raise and the $6, 000,000,000 which the treasury be lieves should be raised by taxation in 1919. ' ' Would Work Hardships. An unjust feature of this program, congressional Readers think, would be that the existing provisions for excess profits taxes have worked recognized hardship on many busi nesses, and the imposition of added war profits taxes would aggravate the situation. " The possbility of having no new comprehensive program of revenue !egislation,and consequently of rais ing less than the $6,000,000,000 sought frotn this source before the end of the'fiscal year, June 30, next, has prompted the treasury to con sider plans for issuing a quantity of short term notes maturing in one year or less, and paying these off from the proceeds of heavier taxes which would be necessary in 1920. This course would depend largely, however, on the attitude of the next congress on revenue legislation. Great Government Contracts May Be Found to Be Invalid Washington, fiov. 29. Govern ment war contracts involving hun dreds of millions of dollars were rendered doubtful in status today by a decision of Comptroller War wick, of the treasury, that orders havenot been legally executed, un less actually signed by responsible government contracting agents and the contractor.
