Ai 5 X - THE OftlAHA SUNDAY BEE: NOVEMBER 24, 1918. HARRISON BILL FOR CLERKSHIP BIG SURPRISE Norris Amendment Finds Little I ? Favor in Senate; Alleged I; Play for Position for a ; Camnaian Manaaer. . t 1 j if - - 7 ) By EDGAR C. SNYDER. Washington, Nov. 23. (Special ator Norris returned from his suc- ;ator Norris returned from hos suc cessful hunting expedition after t votes in Nebraska when he threw a bombshell into the senate by a reso lution seeking to amend the rules so that any senator appointed chair man of one of the more important committees, including foreign, rela tions, appropriations, judiciary and others, should not hi a member of Vsny of the other committees includ iV in this list. (' ufhis would mean the complete "bVtT, throw of the rule of seniority in senate committee assignments, for some of the senators, long in ser vice, are members of two ornore of '. the committees. But there is no hance of the Nor ris amendment being put through.it is said. In the first place, the dem ocrats are in control now ar,d a1 large majority of the democrats would oppose the proposed rule and it is t safe guess that a majority of the republicans would do the same. Play for Clerkship. Senator Norris, it is thought, is in dulging in a play to secure a good committee chairmanship, a commit tee that will pay a clerk anywhere from $2,000 to $2,500, for Frank Har rison, Senator Norris' cmpaign man ager, who would not think of com ing; to Washington for a less salary. Leading republican senators, while regretting the action ofc the JNebras ka senator, were of the opinion that harmony would prevail in their ranks when it comes to the reorgan ization under republican control af Mr. March 3 next. They said they looked for no unusual trouble on account of committee assignments if there would be plenty of impor tant assignments to care tor tne members of the progressive wing of the party when the time came. Cheer End Of War. "The war thus comes to an end," said President Wilson to the joint assembly of congress at,l p. m. Monday, November 11, and grave senators united with the more com monplace representatives in making the hall of the house ring with boi sterous sheers. "God has in His good pleasure given us peace again" said the pres ident in his Thanksiving proclama tion and on the same day the secre tary of war published plans for the immediate demobolization of 2,000, 000 troops in American camps. A few weeks ago seator Kenyon of Iowa, delivered a carefully pre pared speech in favor of a national budget and pointed out the waste ful extravagance of 29 committees in congress having the power to re port appropriation bills; and only last week both parties in the senate began the preparation of plans for retrenchment and reform to meet the enormous burden put upon the people through the appropriation of $57,000,000,000 to meet the expense of the war. Senators' Memory Short. But the memory of senators is short. On Monday, November 18, just one week after they had vocifer ously applauded the president's an nouncement "the war thus comes to an end," the senate,-on motion of Senator Kenyon. receded from the Pomerene amendment and solemnly adopted the conference report on Thanhs to The Bee . -For $560 Subscription and Publicity Work Omaha, - Nov. 22. V the bill to "stimulate agriculture" with its war-time prohibition rider. The war has come to an end and "God has in His good pleasure given us peace, and the president has be fore him a bill to appropriate $20, 000,000 for the stimulation of agri culture and declare prohibition throughout the nation as a war measure. The senate had this bill before it for six months, its appro priations were ridiculed as graft and its prohibition declared to be beyond the constitutional power of congress in the exercise of its war power; and yet the senate waited until the war was over before it passed this bill for war-time prohibition. If unconscious humor is the only real humor that touches the risibili ties of the human race, the U. S. senate has given us the best bit of humor of the war or after the war period, for the senate was uncon scious of being funny. This war time prohibition is to be ushered in on the first of July 1919, and the sen ate has before it a resolution to make Tulv 4 a national holiday and have an international peace celebra tion in Washington next Fourth of July, with Field Marshal Foch, Pre mier Uemenceau ot f ranee, uener al Haig and Lloyd George and pos sibly King George as our national guests to join with the American people in celebration of the final set tlement of this war through a treaty of peace that will then have been ratified. . , It may be that Senator Kenyop and his cblleegues in the senate have it in mind to show our guests from Europe of how little force is a writ ten constitution when it is applied to the freedom of the senate in legislation.- It may also be that the ap propriation of $20,000,000 to enable several thousand appointees of this administration to sit by the fire this winter! and go through the farce of making a survey of food production to feed the world, had more influ ence in adopting Senator Kenyon's motion than any other argument, be cause it was entirely contradictory of Kenyon's argument in, favor of a national budget. Morell,! member of the firm of Morell & Nichols, land scape architects, Minneapolis, is in Omaha at the invitation of City Commissioner Towl to look over Omaha's natural beauties and give an expert opinion, on what can be done here in various directions. Mr. Morell, Mr. Towl, city com missioners and members of the City Planning commission spent the day tburing the city from north to south and east to west. They viewed the Winspear triangle, which is now being filled in to be come a great docking and jobbing and manufacturing district of the city under city ownership. They toured the boulevaards and parks. One of the big problems which Mn Towl is seeking to solve is the housing problem for workers in the big manufacturing plants. The location and building of a "model city," to have model homes, gar dens, playgrounds for the children and all the beautiful and inspiring things that make life worth living. Mr. Morell designed and built the famous Morgan Park, workingmen's suburb of the United States Steel corporation at Duluth. Beautiful homes rent for $4 per room per month in this model suburb. PEARCE FAMILY FINALLY UNITED ' FOLLOWING SUIT Wife Heeds Offer of Husband of Home and Now They Are Planning Thanks giving Dinner. Harry T. and Clara May Pearce, who figured in a sensational di vorce suit this week in Judge Troup's court, have dcetrJed to for give and forget and to resume their way together along life's pathway. At thev conclusion of the case Thursday afternoon when the judge announced that he would not grant the ,Vyfe the decree she sought, he endeavored to obtain a reconcilia- tion, but the wife was obdurate. The husband offered her a home apart from his relations and even went upon his knees before the wife and their 2-year-old son. Mrs.Fearce stated that she never really cared for another man, nor would she ever love another as she had loved Pearce, but she could not bring her mind 'around to the point of yielding to his importunities for a reconciliation. After thinking over the matter cue might, with the boy temporarily at the home of her mother-in-law she asserted that she Jieeded an im pulse which told her that her road to happiness pointed in the direc tion of her husband and child. "We are just going to have the nicest little Thanksgiving dinner on next Thursday," Mrs. Pearce stated, as tears mingled with her smiles. She is grateful for the kindly of fices extended by Judge Troup, who expressed the sincere wish that this little family may never again be disrupted' by an estrangement which might be overcome by a lit tle effort on both sides.
