Washington. Oct. I0. Spanish in
fluenza as an epidemic is subsiding
rapidly in the military camps of the
country, but among the civilian pop
ulation generally the peak has not
yet been reached.
Conditions in eastern states,
where the disease first appeared,
showed improvement today, but re
ports from the south, the middle
west and Pacific coast were not op
timistic. New cases in army camps today
showed a decrease of 1,403. Pneu
monia decreased 298 from yesterday
and the number of deaths was 158
less than yesterday, numbering 472.
Since the beginning of the epi
demic cases reported from camps
total 283,331, with 14,153 . deaths.
Camp McClelland, Alabama, with
344 new cases, led in new cases to
day. Public health service reports from
California said 18,200 new case had
been recorded since Thursday with
only nortions of the state reporting.
llie number of cases in New York
City was estimated at 500,000 with
a high mortality.
District of Columbia health offi
cials were inclined to the belief to
night that the peak of the epidemic
in the district has passed. Sixty
six deaths were reported todav in
comparison with 95 yesterday. New
cases also showed a decrease.
Authorized Closing of Stores.
New York, Oct. 19. The Health
department today passed a resolu
tion giving the city sanitary super
intendent and his assistants arbi
trary power to order the alteration
or closing of all stores selling food
or drink for human consumption
where conditions are found tending
to augment the spread of Spanish
influenza.

Part in War Drama,
Says General March
Washington, Oct. 19. The impor
tant part played by American troops
in the victories on the western front
was emphasized by War department
officials today in the weekly confer
ence with members of the senate
military committee. The work of
American "aviators was especially
praised.
The German retirement from the
Belgian coast district, General
March added, is increasing in
breadth and speed. The movement
to the rear, on the whole, he added,
is extremely rapid, as illustrated by
the fact that the territory evacuated
in four days totals more than 800
square miles.
General March told senators to
day thaL this government already
has constructed 10,000 airplanes,
most of them Dellavilands.
Report Incendiaries
Started Forest Fires
Being Investigated
St. Taul, Minn., Oct. 19. State
and government officials are con
ducting separate investigations of
suspicious incidents connected with
the recent forest fires which swept
Minnesota, it was learned at the
state capital today. It is understood
that the investigations now under
way are to determine whether in
cendiaries actually started the se
ries of terrible fires, or whether
they took advantage of natural con
ditions to spread the flames.
It has been reported that many
evidences of incendiarism have been
obtained by forest wardens, home
guardsmen and volunteer workers,
but no formal announcement has
been made.
