"He was taken to the police station for investigation, where it was learned that he had vio lated his parole from the Canyon City, Colo., state penitentiary, where he was serving a sentence of from one to 8 years for grand larceny. McCarthy says he was arrested for breaking into a jewelry store in Colo rado, but that he tad been paroled after serving 18 months of his sen tence.. MArfFi-al It is 'estimated that the flow from the springhead supplying Seymour lake will be nearly as heavy as this. - - Artesian water for this district is found in the Dakota limestone and represents a tilted porus layer. The collecting area is the foot of the Black Hills and the eastern slope of the Rockies, according to the United States geological survey. The pus sure at this point is the difference Be tween the altitude of the collecting point and that of the altitude of the outcrop of the porus stratum, which' is represented in the tatter particular by the sprinj head of Pries lake. The tremendous and uncontrolled drain. of the spring at Pries, or Ns--: than's lake, has the natural effect of exhausting ' the slowly collecting waters ofthe porus stratum which represents the storsge reservoir of artesian water In this district and. which has to be replenished by the slowly-moving subterranean Itrelm . moving from the distant Black Hills and the Rockies, . . -; The great withdrawal of this water by the springs at Natban'r lake ind Seymour lake has the natural effect of decreasing the pressure and lowering the volume of water in the porus strata and may prove to be the cause of the destruction of the shallow ittr-. face wells in the agricultural districts., of the county and the supply of indus trial and other wells in the city. -if these wells or springheads were controlled as the state" law provides, and would conserve the volume of water in the basin, which would be accomplished by a reduction of the , stream to what would flow in 24 hours through a pipe one-half inch in diam- eter, a sufficient volume of water would be ejected to provide for the maintenance of the lakes by replen ishing the waste through dally evap oration, and the rest, amounting to over 2,000,000 gallons daily, would be ' impounded in the natural reservoir of the artesian basin. This would raise the level of the water head, proyide increased flow and pressure and lave ' the contents of the basin to useful in dustrial and domestic use. The conservation of waters in 'an artesian basin is provided for by law . and there is a statute which makes it illegal to allow artesian waters to go to waste snd affect, detrimentally, community interests. . At present some of the newer ar tesian wells in the city have only shown a decrease of IS per cent in pressure, while others have been very seriously affected and most of the small stock wells in the dairy and ag ricultural districts of the basin have been rendered utterly useless.
