Peggy Talks to Balky Sam.
(Peggy, upon finding that soldiers aboit
to start for Franc ar due to be disap
pointed because an animal circus that was
to entertain them la caught In a wreck, gets
her Birds to volunteer to give a show at
camp.)
BALKY SAM didn't cause another
bit of trouble until they pulled
up at the entrance of the camp. Then
as the sentries challenged he calmly
sat down in his traces and not an inch
would he budge. In vain did Bill call
"cantankerous cudgermudgeon" and
hurl at him every long word he could
think of. Balky Sam just sat and sat.
There was a steady stream of traffic,
trucks, passenger automobiles and
army wagons pouring from the city
to the camp. All this was tied up
when Balky Sam sat down. Peggy
looked around for a bunch of grass
with which to coax him into action.
There wasn't a blade of green stuff in
sight.
"Why don't you talk to him,
Princess Teggy?' suggested Judge
Owl.
"Bill is doing that and he knows
more big words than I do," replied
Peggy.
Judge Owl aniwered solemnly:
You can scold at a mule
And can call him bad names,
You will find ss a rule
'Twill not alter his alms.
But lust give him a smile
And be Jolly and nice,
He'll forget all hla bile
And get up In a trice.
"That sounds good," answered
Peggy, a bit doubtfully. "Maybe if
I could talk mule talk it might do
some good."
"Nothing easier," replied Judge
Owl. "Put your ear down."
Peggy ddid so. With a queer hiss
ing sound Judge Owl blew sharply
into it. Peggy thought him very rude
and started to tell him as much. But
just then Balky Sam "hee-hawed"
loudly. Only, strange to say, it was
no longer a "hee-haw" to Peggy. It
was words. Balky Sam was singing a
queer song which ran:
These men are mad,
And I am glad,
'Cause I know how to roll 'em.
If I were good,
I'm sure It would
Be Just the thing to spoil 'era.
"That's not a bit nice," cried Peggy
indignantly. "You are a very bad
mule."
Balky Sam looked around a bit sur
prised, for he, could not understand
Peggy as well as she could understand
him. Then his lips rolled up in a
funny laugh and he winked at her.
"I know it isn't nice, but it's lots of
fun,' was his answer.
Peggy climbed down from the

again obscured In today' sluggish and
professional stock market by domestlo de
velopments, chief among which wa th
president's proclamation taking ever the
country's wire systems at the end of the
month.
Although such action seemed to have been
discounted, th order was preceded by a
t-polnt break in Western Union, and Ir
regular heaviness In other utilities which
may eventually coma within th scop of
the government' decree.
Other horn new wss of a more reas
suring character, howsver, embracing the
extra $3 dividend on American Hide and
Leather preferred and an Increase from
7 to I per oent in the Pressed Steel Car
common stook disbursement.
The Hide and Leather dividend was ac
companied by very favorable financial state
ment, while Central Leather became heavy
on publication of the semi-annual report
showing an enormou decrease In tann
ings. United State Steel, whos director meet
a week hencs to act on the dividend, was
again the overshadowing feature at an ex
treme decline of 1 point, with only a
feeble rally.
Steel furnished one-third of the day's
operations, other moderately large con
tributor Including Sumatra Tobacco at a
net gain of I points, Corn Products, Tobac

demand were noticeable, and word wa
circulated that exporter had Instructions
to buy. Besides, an Impression seemed to

Oat sympathised with corn. Hedging

offset by pessimistic advice from Canada,
