- New York, uly 22. Extensive
conspiracies involving" bribery and
graft in connection with army con
tracts for robber' raincoats sent to
soldiers in France were disclosed to
night by Department of Justice offi
cials simultaneously with the arrest
of 17 officers and employes of 15 man
ufacturing companies in New York
and Brooklyn oft. charges of bribery,
fraud or conspiracy.
. Officers of the quartermaster's
cores involved are under surveillance
and probably will be arrested soon in
Washington or other cities. .
Involves Great Sum.
Hundreds of thousands of dallars of
raincoat Contracts are tainted with
fraud already uncovered by Depart
ment of Justice agents, and other dis
closures affecting army orders for
clothing, soldiers' equipment, ma
chinery and supplies and involving
arrests on criminal charges may be
made soon, it was learned.
' Most army officers at whom the
firger of suspicion points are of the
lower ranks, but a few of the ranks of
ivajor and colonel are said to be un
der investigation.
Direct bribery of unamed army offi
cers who had charge of letting con
tracts or inspecting goods is, charged
against a number ot those arrested
tonight.
Intimidate Inspectors.
It was announced that in some
cases manufacturers intimidated mili
tary or civilian inspectors of rain
coats by threatening to Use influence
in Washington to obtain their dismis
sal if they did not approve the COats
manufactured. Others practiced fraud
by secretly shifting rejected goods to
other plants to which inexperienced
Inspectors or those "who would play
the game" were assigned.
Those arrested were: Felix Gouled,
a wealthy clothing manufacturer, who
is charged with acting as "go-between"
for other contractors and with
seeking to solicit contracts under the
Illegal contingent fee system; Joseph
Sydeman, William Sydeman. and Jo
peph Wood, of the Sydeman Rubber
company; Ralph Cohen, of the York
shire Manufacturing company; Ralph
Rosenthal of Haneuer Si Rosenthal;
Alfred Zittel of the Automobile Rain
coat company. Inc.; Louis Fried, S.
Halpern, of the Interborough Rein
coat company: Polly Clamons of the
Manchester Waterproof Coat com
pany; I. M. Halpertt of the National
Cement company; Simon Harris, of
the Harris Raincoat House; Morris
Lester, of Lesser & Stcnge; Joseph
Fines, of the Pines Rubber company,
and L. I. H. Yellim, of the Eureka
Rubber' Manufacturing company.

American Coal Miners
Make New Record for Week

coal miners established record pro
duction of bituminous coal for the
week ending July 13, figures made
public by the fuel administration show.
A total of 13,243.000 tons was mined,
an increase of 2.987,000 tons over the
week before and 1,031,000 tons above
the average estimated weekly require

Washington, July 22. Honduras,
which broke diplomatic relations with
Germany. on May 18, followed that
action last Friday by declaring war.

Fighting of Americans ,
Revelation to Poilus
Paris, July 22. A young poilu, who
lost his hand in the fighting July 18.
came into Paris today. He belonged
to a regiment which was in immediate
contact with the American troops. In
a conversation he said:
"The fighting of the Americans was
a revelation to us. They could hardly
wait until the word was given to go
over the top. They seemed impatient
to get at the bodies.
"When finally the word came, they
leaped over the trenches, some of
them peeling off their coats after run
ning a few hundred meters in the
great heat and fighting in their shirt
sleeves." Two American Mine Men Held
For Ransom by Mexican Band
Eagle Pass,' Tex.. July 22. Two
Americans were captured by Mexican
bandits, headed by Felipe Muzquiz.
it was learned - today. One of the
men is Naw Malone, foreman of Pe
dra de Blanca ranch, for whom $5,000
ransom is asked, and the other is
Sain Barksdale, taken at Hacienda
San Miguel. Mexican troops are
pursuing the bandits into the Sierra
mountains.

Italians Continue to
Gain Ground in Albania
Rome, July 22. The Italian troops
are continuing to gam ground in the
bend of the Devoli river in Albania,
the Italian war office announced to
day. The advancing troops yesterday
took a hundred prisoners and cap
