A Dispatch From Washington WASHINGTON, D. C, Dec. 28. Merchants who have been offer ing to take Liberty Bonds for merchandise were appealed to by Sec retary McAdoo tonight to stop the practice. "We are making the strongest effort," the Secretary said, "to have these bonds purchased for permanent investment by the people at large, to be paid for out of the past and future savings of those who buy them. Purchases thus made not only result in providing funds for the uses of the government, but they also effect a con servation of labor and material. "In addition, such bonds when taken in exchange for merchandise, must in most cases be immediately sold in the open market. This naturally tends to depress the market price of the issue."
