Russians Quit When Their
Army Was Better Equipped
Than Any Time During
the War.
London, Dec. 21. Although allied
hopes had not been realized because
of the Russian collapse, Premier
Lloyd George told the House of Com
mons today that the Germans had
not been able to quite hold their own
in the west.
lie declared that it was "idle to
pretend," that the hopes formed at
the beginning of the year in regard
to the military situation had been
realised.
At the beginning of the year the
Russian 3rniy was better equipped
than at any period of the war and its
'collapse was not due to unskillful
leadership or lack of valor on the
part of the troop.-. Had the Russian
army continued to collaborate with
the Anglo-French and Italian armie?
in pressing the Germans, "we should
have been able to bring such pressure
on the Prussian army as to inflict a
decisive defeat upon them.
Germans Are Beaten.
On the western front the Germans
had been beaten in many battles. The
premier declared they had lost 100,
000 prisoners, valuable ground and
hundreds of guns. While the cam
paign in France had not realized the
expectations formed, there had been
military successes which he ventured
to say would have a permanent ef
fect on the future of the world. The
premier said he referred to the cap
ture of Bagdad and Jerusalem, ad
ding: "These two great events added
more to the prestige of Great Britain
throughout the world than any event
in the whole course of the war. A
good deal had been said about 'side
shows', but Great Britain owes a good
deal to these."
Premier Lloyd George referred to
the t fact that the aggregate ship
building at the present, when millions
of persons were taken front labor,
was above the boom year of 19l,i, and
declared it was a very creditable per
formance. Wiping Out Submarines,
The destruction of German sub
marines, he said, had gone up steadily
during the year. This was remarkable
and encouragin,; because it showed
how admirably the shipping controller
really was grappling with the most
menacing situation with which Great
Britain is confronted in this war.
The effect of government control
of shipping, the premier continued,
was that although the aggregate ton
nage was down by something like 20
per cent, Great Britain had lost only
i) per cent of its imports. This was
only 6 per cent less than last year in
tons. Had it not been for the skillful
way in which shipping had been
handled, it would have been impos
sible for Great Britain to carry
through this year and to help the
allies to the extent it had.
Wants Quebec to Secede
From Canadian Federation
Quebec, Dec. 21. A proposal thai
tlie "province of Quebec secede from
the confederation of Canadian prov
inces was expressed in a motion in
troduced into the provisional legis
lative assembly today by J. X. Fran
coeur, deputy for Loibiniere. Que
bec is the only province which voted
against conscription at the recent
election.
Tlie motion will be debated Jan
uary 8. It follows:
"That this house is of the opinion
that the province of Quebec would
be disposed to accept the rupture of
tlie federation pact of 1867 if, in the
opinion of the other provinces, it is be
lieved that the said province is an
obstacle to the union and the prog
ress and development of Canada."
No Gold Coins for
Christmas Gifts This Year
Washington, Dec. 21. Use of gold
cuius as Christmas gifts has been al
most entirely eliminated this year by
a campaign of educating the public to
the needjof conserving the gold sup
ply in bank faults, recording to re
ports to John Burke, treasurer of the
United States. Banks have persist
ently declined to give out gold on de
mand, explaining to customers that
the tendency of persons to hoard gold
pieces given as Christmas presents
for weeks or months had a serious ef
fect in depleting the aggregate gold
reserve.
Fordham Seismograph
Records Another Earthquake
Xew York, Dec. 21. A violent
earth tremor lasting nearly an hour
was recorded on the seismograph at
Fordham university here tojiay. The
disturbance occurred at an estimated
distance of 3,400 miles from Xew
York. It began at 1:20 p. m. and
ended at 2:15 p. m. A less violent
shock continuing eight minutes was
recorded at 1 :0. o'clock.
Oiggs, Convicted Under
Mann Act, Is Released
McNeil's Island, Wash., Bee. 21.
Maury D.'ggs. who has been serving
sentence in the federal penitentiary
here, is on his way today to his Cali
fornia home, having been paroled by
the prison parole board. Diggs, with
Di'ew Caminetti, was convicted in San
Francisco of violating the Mann white
slave act. Caminetti was paroled re
cently by President Wilson.
President to Entertain
Serbia's Mission Tonight
Washington, Dec. 21. Serbia' Aiili
tary missimi was received here today
with much ceremony. Escorts of cav
alry and a party of American officials
headed by Secretary Lansing met the
commissioners. Later the mission was
received by President Wilson and pre
sented an autograph letter from King

Service in the Navy
Warning that registrants will not
be accepted for enlistment unless they
have a certificate from their local ex

men armed with proper credentials
enlisted in the navy Friday. They

St. Louis, Mo., Dec. 21. An in
crease of 7.5 per cent in the wages of j
railway clerks and telegraphers has !
been granted by the St. Louis South
western railway (Cotton Belt). The
increase is effective January 1.
Forty-Six Deaths in
Kentucky Train Wreck
Shepherdsvillc, Ky., Dec. 21. The
death toll taken last night when
Louisville & Nashville passenger
train No. 7, from Cincinnati to New
Orleans, crashed into the rear end
of a Louisville, Beardstown & Spring
field accommodation train a few hun
dred feet south of the railroad station
here, had reached forty-six today.
Blaine for the disaster seems to
hinge on whether the fast train had
been given a clear block or not.
Peru Bars All Future
Export of Foodstuffs
Lima. Peru, Dec. 21. The exporta
tion of foodstuffs necessary for home
consumption is prohibited by a bill
adopted today by the senate.
Sugar is the chief food product ex
ported from Peru. In 1915 sugar to
the value of about $28,000,000 was exported.
