A pronounced diminution of operations, probably due to the more stringent meaxures .taken against speculative trading, was the outstanding at titude of today's business on the stork exchange. Dealings dwindled to the small total of 350,000 shares, or less than the average week end session. But for these precautions the day possi bly might have witnessed further heavy liquidation and short selling. Overnight events, notably the more scut railroad labor situation and the govern ment's financial program as outlined by the secretary of the treasury, were not accepted as bullish market factors. Additional ground for pessimism was furnished by the absence of definite ad vices from RushIs and Italy and renewed weakness of Liberty bonds. Adverse (juarterly reports of leading copper producers bore significantly upon changed conditions In that Industry. The money market was In no wise dis turbed by shifting of loans resulting from payment on an 18 per cent Installment on the second Liberty loan. The local money pool offered round amounts on rail at 4 per cent, but time funds hardened on a slight Increase of demand. Stocks ouened with a heavy ton, rallied Klrregulnrly and fell back at the Inter mediate stage, when inactive specialties broke 3 to 6 points. Prices rallied material ly In the last hour on a sudden Inquiry for shippings at gross advances of 3 to ( points. Industrials and rails recovered more moderately, but the entire list, except for isolated shares, closed at rallies of 1 to 3 points for lowest levels. International bonds Improved slightly, but domestic issues were Irregular, Liberty 4s ranged between 19.80 and 99.24. closing at 99.50, the 3m falling from 98.90 to 98.46, a new minimum, but rallying to 99 and closing at 98.94. - Total bonds sales, par value, aggregated 4,120,000. Likelihood of Increased Arrivals Tend to Push Down Corn Prices. Chicago, Nov. 15. Likelihood of Increased arrivals. of new grain did much, today to make corn average lower. There was a nervous close' at the same as yesterday's finish to a cent down, with December (1.19 and May $1.16 to $1.15. Oats scored a net advance of n to o. Latest figures on provisions varied from a 7-cent decline to a rise of (5 cents. Despite some rallies, the corn market dur ing most of the session displayed a tendency to sag, especially at the outset, and neat the end. Notices ot enlarged consignments from Iowa attracted particular attention and were accompanied by bearish advices ot a notable lowering of moisture content, a circumstance which would Imply ship ments of better quality than has lately been the rule. Reports that several leading speculators on the bull side of the market had been called before the federal district attorney counted further against advances and so likewise did eastern railway em bargoes and fresh efforts which the admin istration put forth to bring about a more plentiful meat supply. The chief basis for purchasing was the talk of making the minimum price of bogs $16. Chicago Cash Prices Corn ; No. I yellow, nominal; No. 3 yellow, old, $3.30; new, $1.80; No. 4 yellow, nominal. Strength was especially noticeable In the stocker and feeder trade, while what few beeves were here sold at good firm figures, and butcher stock was active and steady to, if any thing, a little better than yesterday. Part of the run was pretty late getting in. but offerings were sold Just about as fast ss thoy were ready to show. In spite of the extremely liberal receipts here this week, stocker and feeder values are mainly 16o higher than a week sgo. The advance has been gradual, coming a little each day, but It has put prices at the highest levels ever seen here on every, thing except the fleshiest feeders. Beet steers are selling Just about where they were a week ago, while fat cows and heif ers are anywhere from weak on the best kinds to 16036c lower on medium grades and canners. Stock cows and heifers have been steady all week. Good to choice stock calves hae ruled about steady, while the decent to plain grades have been slow and uneven sellers, with the general tone easier. IS. -Short sales on the New York Stock exchange are further restricted, commencing to day, by the latest ruling of the board of governors, requiring all traders to supply each day before noon a de tailed account of every transaction handled during the preceding session. ' The new ruling has special application to members who trade for their own account Under the restrictive measure, aimed at "vicious"' short selling, adopted on November 1, brokers were required to report the names of short sellers only through the me dium of stocks borrowed for them, It was found that this rule did nol apply to those who sold "short" and covered their commitments before tin close of business on the same day. This procedure, it was held, necessi tated no borrowing of stock. The new rule now demands that the name of every short.seller be reported daily. As a market factor, short selling has not figured prominently on the exchange for the last two weeks, and the governors in their action taken yesterday, felt that added restrictions will serve to prevent any undue mar ket pressure in times of stress.
