Extensive railway construction in Russia dur ing the next ten years, aggregating almost 6X1,000 miles, recommended by a special commission, lias been ap pioved by the Russian council of ministers. A report to the Depart ment of Commerce says about $300, 000,000 will be the cost of fifty-one projected lines, aggregating 20,779 miles, recommended for construction during the period of, 1917-1922. Production of wheat in Argentina, Australia and New Zealand, the principal producing countries of the southern hemisphere, shows th. 30 per cent reduction dur ing the 1916-17 season, but is only 7.7 per cent less- than the five-year average. A cablegram from the In ternational Institute of Agriculture at Rome, received today at the the De partment of Agriculture, announces the production of those countries as 226,274,000 bushels. Spain's wheat acreage, sown last a.itumn for this year's harvest, is 10,134,000 acres or 3 per cent more than last year and Japan's acreage is 1,236,000 or four-tenths of 1 per cent less than last year's acreage. Spain's 1916 corn production is given as 28,642,000 bushels or 1.6 per cent less than the previous year's crop. That included with the produc tion of the United States, Canada, Italy, European Russia, Switzerland, Japan and Egypt makes a total of 2,841,514,000 bushels or 13.4 per cent less than the previous year. British India's rice production shows an increase of 3.7 per cent over 1915 and 19.1 per cent more than the five-year average with 117, 559,904,000 pounds. Spain's rice crop was 532,896,000 pounds, an increase of 2.8 per cent. Production in those countries and the United States, Japan and Canada total 143,605,728, 000 pounds, an increase of 3.5 per cent over 1915. U. S. Many times friends call without looking up your number in the directory. Your number, perhaps, is 5-4-6, but what your friend oalled was 5-6-4. He was sincere in his belief that he called you. He did not realize he transposed the figures and called another number. It is less work for the operators to complete ' a call than to report, "They don't answer", and they seldom make such reports without justifi cation. v Frequently Out of Hearing Often our subscribers forget numerous trips to the basement, the attic, the garden or the front porch out of hearing of the telephone bell. The telephone rings during the few moments they were out of hearing, yet it is true that they were "at home all day". Sometimes before the .work in hand at the far side of the house can be dropped and the telephone answered, the party calling has been given a "They don't answer" ruport and has hung up. If you have a party-line the operators, of course, report your line "busy" if the other party on the line is using his telephone when someone calls you. . Occasionally the telephone operators make mistakes the same as any other human beings, but please do not blame them for faults that arc not theirs.
