Zein, governor general of Finland, has
lieen arrested by the commander of
the Baltic fleet, on the order of the
provisional government, according to
a Keuter s retrograd dispatch. Sen
ator Horovitinoff, vice president of the
economic department of the Finnish
senate, has also been arrested.
F, I. Roditcheff, leader of the con
stitutional democrats in the Duma, has
been appointed minister for Finland
and directed to proceed at once to
rmsinglors.
Noted for Severity.
Governor Zein has been governor
of Finland since November, 1909, and
has been noted for the drastic meth
ods he used to suppress any popular
outbursts. M. Koditchett has been
prominent in Duma affairs since the
Russian Parliament was created. He
has been a vigorous advocate of the
rights of the Jews.
General Exorts Troops.
Vlaparanda, Sweden (Via London),
March 17. General Ignatieff. com
manding the troops in Finland, has is
sued a proclamation exhorting the
troops to support the new government.
"Rags," Police Mascot, Hurt;
Grieving Cops in Frenzy
Seventeen policemen rushed to the
street in front of headquarters Friday
afternoon, when Rags, the canine hero
of the force, slipped on the ice, dislo
cating his right shoulder and suffering
other painful injuries. With tender
care, the dog detective was carried in
side and laid on a cushion.
Frantic calls were made for doctors.
F'verybody rushed around in efforts
to render first aid.
Rags lay still like a regular con.
and didn't utter a sound to indicate
his pain.
News of the accident spread fast
and a crowd gathered. "Would Rags
pull through; How badlv was he
hurt?" everybody asked. Stories were
retold of the brave animal's cunning
and daring in trailing and capturing
crooks during his five years of police
service. Desk Captain Marshall eot
out a picture of Rags and assembled
material tor obituary in case the
worst should happen.
Veterinarian Hall set the dislocated
joint and dressed the injuries. Officer
Buford ordered a swell restaurant
meal for his charge. Then Rags was
put to bed in regular style.
A bulletin was issued by the attend
ing doctor to the effect that the pa
tient was resting easily and would
probably pull through. Cops breathed
a sigh of relief and again calm reigned
at the jail.

Last week's,
The horse is rapidly disappearing as
a f.ictor of locomotion in lire depart
ments of the United States. The Fire
man's Herald in 1914 made a tabula
tion of 315 cities having 7,059 horse
drawn pieces of tire apparatus. An
other tabulation just made of 80
cities, including the 315 canvassed in
the 1914 report, shows a totalof only
1,725 horse-drawn fire machines. At
that rate, it is stated, it will be only
a few years before the horse will be
a negligible clement in lire lighting.
During 1916 Omaha purchased
eleven combination hose and chem
ical trucks of the latest type, at an
expenditure of $u0.U0O and this year
a similar amount will be expended for
pumpers, service trucks and tractors
for hauling the large apparatus.
Passing of Dobbin.
The Herald makes this comment:
"The tabulation for this year shows
that in these 891) cities there are 9.075
pieces of apparatus of all sorts in serv
ice and reserve. 1 he total tor horse-
drawn equipment is 5.334, while there
are 4.341 automobiles. A heavy de
duction must be made from the
horse-drawn vehicles to provide for
the large number that are nominally
held in reserve, but are in reality car
ried on tire department hooks because
t is not easy to find purchasers at fair
prices.

Sentenced to Be Shot on
Same Day His Father Died
El Paso, Tex., March 18. Luis Ter-
razas 111 was sentenced to be exe
cuted at Mexico City yesterday, the
day his father Luis Terrazas, jr., died
in Los Angeles, Cal., according tt, in-

Mexico Would Keep
Americas from War
Mexico City, March 18. In an
swer to the reply of the United
States to tht Mexican note which
proposed that the neutral nations
unite to bring about peace in Eu
rope, or, as an alternative, place
an embargo on shipments to bel
ligerent countries, the Mexican
government issued a declaration of
neutrality tonight, asserting in defi
nite terms that Mexico intends to
devote its efforts to keeping any
country on this continent from tak
ing part In the European war.
The Mexican statement also sets

London, March 18, "General Alexis
Brussiloff, the commander of the Rus
sian armies in Galicia, on Thursday
evening authorized the publication
in Kiev of the telegram announcing
the revolution," says a Reuter dis
patch from Petrograd dated Sat
urday. "Apart from the killing of a few
officials, including the reactionary
governor of Tver (a province in cen
tral Russia) no bloodshed has been
reported from the provinces. Confi
dence in the Duma seems to be the
guiding star of the revolutionary
movement. At Moscow the chief of
police was arrested and the head
quarters of the secret police were
burned.
"A wonderful reception awaits the
venerable Mine. Brcshkovskaya,
known as the 'grandmother of the
Russian revolution,' who has been re
leased from the Siberian prison,
where she has spent most of her
life, but with her spirit unquenched.
The revolutionist, Burtzeff, appeared
in the Duma yesterday with Deputy
Piankap, after ten years in the
Schlu.sselburg prison. Both were
cheered by the soldiers in the lobbies.
The ruins of Russian prisons in
which political prisoners have been
confined will be preserved as his
torical relics.
Taylor Has Unique Way

W. J. Taylor of Merna said to a
state officer yesterday, that this legis
lature was the best the state had ever
had, because the members talked so
much that few hills had been passed.

don.) The abdication of Emperor
Nicholas was signed at the town ol
Pskoff, where the train on which he j
was traveling toward l'etrograd was
halted early in the week. It is said
that he had arrived on Wednesday
at a point close to Petrograd and
then turned back toward Fskoff. hut
this report has not been confirmed.
From Pskoff, according to ac
counts availabtt, the emperor com
municated with the executive com
mittee of the Duma, who informed
him they were sending emissaries to
meet him there. After relating to the
emperor the latest developments, the
emissaries advised him not to send
any troops from the front to Petro
grad, since all the troops were going
over to the revolutionists.
"What is desired that 1 should do?"
the emperor inquired.
"Abdicate the throne," was the re
ply. After tome deliberation, Emperor
Nicholas said:
"It would be very hard to be sep
arated from my ton. Therefore I
will abdicate In favor of my brother,
in behalf of myself and my son."

Philadelphia, March 18. Resolu
tions calling upon the War depart
ment to put the National Guard or
ganizations of New York, New Jer
sey, Delaware, Maryland and Penn
sylvania on a war footing by provid
ing them with adequate supplies and
equipment and calling for state in
ventories of resources available in the
event of military necessity were
adopted at a conference here today
of the governors of these states.
Copies of the resolution were sent to
President Wilson.
Cuban Government Troops
Best Rebels at Santiago
Santiago, Cuba, March 18. The
first skirmish between government
forces and rebels since the landing of
loyal troops at Santiago, was won by
the soldieri of President Menocal.
The clash resulted from steps taken to
prevent the destruction of the pumps
at the city water supply station, early
today.
Bombs intended for blowing up the
pumps were captured. Santiago is
quiet. The American forces still hold
their positions in the city, while the
Cuban forces have taken up positions
in the outskirts.
