Brayless American Mules. Help French to Win War (CorraBpondene at Tha Aaaoclated Prist.) Paris, Dec 11. The brayless mule is one of the scientific developments of the war. Large numbers of mules have been imported from America for use at the front, but their habit of braying at inconvenient moments had to be remedied before the could be used to the best advantage. The vet erinary experts were called in, and after a little experiment they discov ered that a slight operation on the nostril had the desired effect, and all the mules sent to the front are now made mute by this process. 4 Give vour Want Ad a chance to make good. NEED MUCH EEOM THE U. S. rcorreependence of The Associated Press.) Paris, Dec 12. "How is France going to pay the bill? By applying to productive occupations the effort it has sustained in war," in the opinion of M. Raoul Peret, former minister of commerce. In an interview with the Associated Press he also declared that the theory of reciprocity ought to be applied to the commercial rela tions between France and the United States after the war. Ml Peret is now "rapporteur" of the budget in the Chamber of Deputies a post equivalent to that of chairman of the ways and means committee of the house of representatives. Alexandre 1 Ribot, minister of finance, has had the delicate task of borrowing the unprecedented sums that have been swallowed up by war. Raoul Peret, who has not much more than half of M. Ribot's 75 years, has before him the task of finding the wherewithal to liquidate the debt M. Ribot. by his prompt action in issuing short term bonds, rendered an inestimable service to France," says M. Peret , "He gave the French people a chance to show their con fidence; they brought him so much money that it was not until the six teenth month of hostilities that he found it expedient to issue longer term bonds. Investments in French bonds are never a gamble, yet in a sense the purchase of these securities was a wager on the result of the con flict and upon the ability of France to foot the bill. French peasants, la boring men, mechanics, capitalists men and women of all classes that have money saved up have been wagering in that way a billion a month for nearly two years that France will triumph. Thirty-three and a half billion francs, all told, M. Ribot round in two years time in the pock ets of our people ' What Francri Did. "France is a two years' effort ac complished in military preparation what it took Germany forty-five years to do. The same effort applied to industrial activity will do as much in solving the grave financial prob lem the war will have left on our hands; but it is scarcely necessary to say that we shall need time to restore our finances. "It is difficult and, perhaps futile, to make estimates while the great effort is going on, but supposing the war adds 7U,0U0,UU0,U00 francs to our present national debt of 30,000,- 000,000, we shall owe 100,000,000,000 terest of 5,000,000,000 francs, and is sumcient to require serious reflection; yet it does not frighten the French francs. That involves an annual in- people upon who mthe charge is go ing to fall. They bring their monev into the treasury as freely today as they did after the battle of the Marne, when we thought it might be over in less than a year, and they know exactly what they are doing. Sentiment in It "France has great reasons for wish ing to promote closer relations with the United States," said M. Peret in conclusion. There are reasons of sentiment and policy besides busi ness reasons. We shall want to see you use more of our products than before, and we' shall need more from you. What is desirable, even neces sary, to facilitate these growing ex changes is a commercial tariff sys tem. Your ad valorem tariff is the obstaclei It almost kept our indus tries away from the San Francisco fair. Increase in the cost of coal, track material and rolling stock have added so to operating ex penses of French railroads that not withstanding a considerable increase in receipts since 1914, they show a dtfficit of 715,000,000 francs for the. two fiscal years following the out break of war. The principal lines spent 2,000,000, 000 francs in the year 1915-16; they re ceived 1.700.000,000 francs. For the fiscal years 1916-17 the anticipated out lay is 2,500,000,000 francs. An increase of 17 per cent in receipts is expected, but this will still leave a deficit of 455,000,000 francs for the year. An idea of what coal prices mean to the railroads is seen in the fact that the Paris-Lyons and Mediter ranean lines spent 56.000,000 franc for coal in 19U and 170,000,000 francs in 1916. ' Steel rails that cost 180 francs a tor before the war have gone up to 650 francs. Railroad ties cost 122 per cent more, locomotives are 50 per cent higher and are going on toward a 100 per cent increase, while cars have gone up trom AM per cent to MJi per cent since iyu.
