For Defense Purposes Only. . As only congress has the power to declare war, the president could use the guardsmen even under this sec tion only for repelling invasion. It is held, however, that the militia may be sent across the international line tf necessary in the operation of defend ing American tertitory. Section 111 says: "All persons so drafted shall, from date of their draft, stand discharged from the militia and shall from said date be subject to such laws and reg ulations as may be applicable to mem bers of the volunteer army." The section also provides that offi cers of the forces, so drafted above the rank of colonel shall be appointed by the president, while lower officers shall be selected from the personnel of the force. - Steps were taken today to call int. service the doctors of the medical re serve corps. , Responses from Governors. Responses from governors of the states to President Wilson's tall on the National Guard for service along the Mexican border reached the War department today in rapid succession. By the time Secretary Baker was at his desk seventeen states had been heard from, announcing that mobiliza tion was in progress. The men will be held at state mo bilization points until mustered into the federal service. If . the entire force is not immediately desired for border service the units not sent south probably will be granted furlough. It is certain, however, that the en tire force, the minimum strength of which will be upward of 100,000 men, will be held under arms for two weeks or a month while the processes of muster into the federal service and of equipment are being worked out. The suburb of Grunewald has adopted a unique method of dispensing with crowds waiting outside of butcher shops, by announcing that it is to give to e?ach of its citizens a number, according to which each inhabitant will be enabled to buy meat on specified days. The butchers will be notified reg ularly that on Monday meat may be sold to a given set of numbers (de pendent in size upon the available of meat supply on hand) on Wednesday to another specified set, and so forth.
