STNOPSIS.
Lieutenant Jarvls Hope le detslled by tha
United tuatea naval board to Investigate
and report hie findings on the Invention of
Dr. Ralph Burke, which serves to bring tha
submarine to a atate nf perfection. The
lieutenant arrlvee In Valdavia and la wel
comed by the Inventor and hie daughter
Cleo. On the Irlsl trip of the Inventor's
boat a Japaneae helper Is surprised In tha

"If tlir 4f crct is to br, had, Olga."
br said, holding her hsnd in both of
lii, "I will get it for you no mat

Two day after tlir struggle in the
.iihiuarine, Gerald Morton reached
Valdavis. He went immediately to
see Burke.
"Doctor Burke," heqan Morton,
when thev were seated in the inven
tor's study, "I have been sent here
by mv uncle, Calvin Montgomery."
"Calvin Montgomery I" ejaculated
Burke, and Morton saw his face sud
denly blanch. "Calvin Montgomery
is an old friend ... 1 have not
heard from him for many years. But
but what dues lie want of me?"
"He wishes to obtain sn option on
your submarine invention, Doctor
Burke," said Morton, on whom the
inventor's expression of momentary
alarm had not been lost. "Should
it pass the tests to which he would
naturally wish to put it, he desires
me to say that be would be willing
to pay yoi very handsomely for your
rignts very handsomely, indeed."
"I appreciate your uncle's offer,
Mr, Morton," was the reply, "but I
cannot accept it. In fart, I have al
ready promised my invention to the
government of the United States."
"We will pay you far more than
the government, Doctor Burke,"
urged Morton, "and the government
is notoriously slow pay."
"The government already has my
promise, said the inventor firmly.
I hen we cannot ohtain tne op
tion?" "It is out of the nitration, as I have
already told you."
Before you make your derision
final, Doctor Burke," said Morton,
taking from his pocketbook the card
which Calvin Montgomery had given
him, "you had better read this."
llurke adiusteri his spectacles.
"Dear Ralph," he read, "I once gave
vou something that I valued as rmirh
as you value the secret of the sub
marine. Now is your cnance to re
pay nie. Calvin. Montgomery."
For some minutes the inventor sat
silent, lost in thought. It was evi
dent that the message on the card had
deeply stirred him. At last he spoke.
I Ins message places me m a most
difficult position, Mr. Morton, be

As the inventor was ushering his
caller to the door, Cleo Burke came
tripping down the stairs. The broad
brimmed sun hat that she wore ac

htr hair and the rose-leaf beauty of
her coinnlexion: Hie simple gown nt
clinging muslin emphasized her girl

Morton to himself, "what an exquisite
creature.
Mr. Morton, said Burke, this is
my daughter, Cleo."
I'm delighted o meet you, .Miss
Burke." was what Morton said, but
he was thinking, "Cleo? Cleo? Now,
where the devil have I hearrj that
name before? . . . By the living
jingo, I remember! It was the name
used by I'liile Calvin when I over
heard him talking to himself the day
I left New ork!
"If you're going to the town, Miss
Burke." said Morton, noting that she
was evidently dressed for the street,
may I have the honor ol walking
with you? I am staying at the
hotel."
"Of course you may come with me
if vou like," said Cleo, obviously en
joying the atttention of the handsome
stranger. "I m going marketing, As
they strolled down the street, laugh

"Tell me, Mis Rurke," he said as
he was leaving her, "do you know a
man named Calvin Montgomery?"
"Why, no," said Cleo; "I never

"Vet, I'll bet my last dollar that
it's more than a coincidence," mused
Morton, as he entered his hotel.
"Uncle Calvin, talking to himself,

from Uncle Calvin, Burke has some

Though the police started their
search for Satsuma within an hour
after the submarine returned to
shore with the body of the murdered
seaman, they had failed to find the
slightest trace of the Japanese. They
had watched the outgoing traina and
ferry boats. They had gone
through the lower quarter! of
Valdavia with a fine tooth comb.
They had wired a descrip
tion of the murderer to every city and
village for a hundred miles around.
Vet they could get no trace of him.
Sat suma had disappeared as com
pletely as though the earth had
opened and swallowed him.
late in the afternoon of the sec
ond day after the fight in the submar
ine, a man might have been observed
strolling aimlessly along the beach
outside the town, lie behaved like
one who had no definite objective and
was walking to kill time, for he
stopped every now and then to toss
pebbles into the water-or with his
cane to trace patterns in the sand.
So slow was Ins progress that dark
ness was falling when he found him
self opposite a tumbledown and de
serted fisherman's hut which stood
by itself on the beach, five miles from
the town, Glancing about ta make
rertain that he was unobserved, he
knocked sharply on the rickety door
-tour short raps, then three, two,
one. A moment later there was a
sound as of a plank being lifted with-,
in the cabin.
"It's all right, Satsuma," said the
man without. "It's I Mahlin." The
door opened and the visitor found
himself ill a pitch black room.
"It's not wise to show a light,"
said Satsuma's voire in the darkness.
"It might possibly be noticed by
someone passing on the beach."
"Here' some food for you," said
the man called Mahlin, producing
various packages from the pockets
of his coat. "The police have been
so limy that I didn't dare take the
chance of coming here before. You
certainly got yourself into one terri
ble scrape, What ditl you learn about
the invention?"
"I had a good look st the appar
atus," said Satsuma. "In fact, ihe
old man caught me examining it.
That was when the shooting hf-jan.
The niechaiiiini is comparatively sim
ple. I he real secret is in some f.ir

of course, I was unable to find."
Mahlin uttered an oath. "We've

"It's not safe to go out tonight,"
Satsuma persisted stubbornly,
"You'll go through Burke's house
tonight." snarled Mahlin, flying into
a sudden rage, "or I'll trll the detec
