To furnish such a' grade of service it is essential that our
telephone plant should be Veil constructed, properly main,

Telephone rates have to be high enough (1) to get efficient
employes and experts and pay them as good wages aa would be
paid elsewhere for equal skill, (2) to pay taxes, (3) to rebuild
or replace parts of the property when worn out or when it be
comes obsolete, and (4) to pay such dividend to our present
stockholders as will enable us to obtain the money necessary
for making extensions and improvements required by tho pubiio,
Tho public would suffer by a low rate that did not meet
these conditions. If w do not make enough money to hire effi
cient and sufficient help tho public suffers from poor service; if
we do not make enough to invita new capital to Invest in our
property tho pubiio suffers because needed extensions and im
provemcnts are not made.
We feel sure it is for the public's beat interests that our
rates aro hiflh enough to pay our employes fair wages, to givo
food service, and to pay a fair return on the money invested, so
that our business may attract new money which wo need con
utantly for additional equipment to take care of present and
prospective piitrons,
