lock and the ambaasa4or on taking his
departure from a conference at Secre
tary Bryan's office Inquired If he were
to transmit the last word of tha United
States to his government. To that Sec
retary Bryan replied:
"There never can b a laat word be
tween frtende."
One portion of the bill which Is un
derstood to draw tha resentment of the
Japanese government Is the Inclusion by
Inference at least of Japanese in tha
excluded class with Hindus, although tha
sams paragraph of the bill excepts from
tha exclusion such ss ere covered In
"existing agreements."
This phaaa refers to the Hoot-Takahlra
agreement.
The exclusion provision as tt passed the
house read:
Hindus and persons who cannot he-
come ellslhla under existing law to be
come ettizne of tho Unlt4 Btatee by
naturalisation unless otherwise provided
for by existing agreements aa to pas
porta, or bv existing treaties, conven
tions or agreements or by treatlea, Cnn
vtmtlona or agreements that may here
after be entered Into."
Tha sonata committee amended tha pro
vision to delete the name of "Hindus
and" and mads it read this way;"
Persons who cannot become eligible
under existing law to become dtlxens of
the United Ws,te by naturalisation, un
lesa otherwise provided for by existing
agreements as to peesports. or by exist
ing treatlea. conventions or agreements,
or by treaties, conventions or agreements
that may hereafter be entered Into.
The aenate committee reporting the bill
for paasage rrutde this explanation of the
change: "The words 'Hlndua and" had
neen Inserted undoubtedly because some
courta hava held that Hindus can be
come eligible to bacome clttaens by nat
urallxatlon. so that the sard large class
of oriental aliens originally intended to
be covered by the provisions excluding
those who cannot become ao eligible
might poslbly be held not to be Included
In tha law.
"It alii be observed that the phrase
attached to these provisions to show that
they have neither the Japanese nor the
Chinese In mind has bean Improved and
made absolutely Incluslvs."
Two Memoranda Submitted.
After today s c&hlnot meeting it be
came known that two memoranda, have
been presented to the Htate department.
The first referred to similar representa
tlona made a year ago, when the Immi
gration bill waa pending, and the sec
ond brought up some new points.
The question will be taken up by Presi
dent Wilson with senate and houne load
ers and it Is expected that an agreement
nroh, hlv will be reached which win
avoid difficulty. The Question altvady
haa been discussed tentatively. Admin
istration leaders say they expect no real
difficulty.
