Two Memoranda Submitted.
After today s c&hlnot meeting it be
came known that two memoranda, have
been presented to the Htate department.
The first referred to similar representa
tlona made a year ago, when the Immi
gration bill waa pending, and the sec
ond brought up some new points.
The question will be taken up by Presi
dent Wilson with senate and houne load
ers and it Is expected that an agreement
nroh,hlv will be reached which win
avoid difficulty. The Question altvady
haa been discussed tentatively. Admin
istration leaders say they expect no real
difficulty.
