Of the fraternity men have postponed
going home for a week until the Wes

The boys were unfortunate In that they

roost and a trail of blood was followed
to the back door of the fraternity house,
so that the evidence appear conclusive
thst the appetite for chicken was their
undoing. The result Is an official edict to
abolish the fraternity house, so It Is said.

After an investigation by F. O. Hawxby,

In a little mora than a month the new
law punishing husbands who refuse to
pay court Judgment for the support of
their children will go Into effect. Th
blil bears the emergency clause in the
title but doe not tarry it In the body,
so that it dues not go into effect until '
three months after its approval by the
governor. It first provided a penalty
for faHi're of husbands to pay alimony
to wives divorced when the court had
made th order put that part wa
stricken out and the bill only applied
to children when passed. '
Th bill provides for a Jail punishment
of from three to lx niontht. but la
somewhat of a negative nature because
of the wording which stipulates that
failure to pay "without good cause''
shaM work the penalty. The Mil
j passed in the house but killed In th
senate. Afterwards, It was revived In
jthe senate because of personal woik on
the part of a Lincoln woman whose hue
! band had married after divorcing her
jand had failed to pay the alimony or-
aerea py tho court, and passed.

CONSTITUTION DOES NOT
PREVENT APPOINTMENTl
(From a f taff Correepondent t
LINCOLN. Jun T. (Bpeclal) "No per
son elected to the legislature shall re
celve eny civil appointment within th
state from the governor and senate dur
Ing the term for which h Is elected, and
all such appointment and all vote (Ivan
for any guoh member (or. any such offlc
or appointment shall be Told."
0uoh le the readlntr of Section IS of
Article ef th constitution of Nebraska,
which would seem to especially cover the
reoent appointment of Samuel B. Pat
terson to the position of bank examiner.
However, thla ia uot the first time that
th constitution covering this proposition
has bean broken and It L generally con
sidered to be a dead letter. Some rear
ago a member ef the railway eomrais-'
Ion we appointed who was a member
of the legislature at the time of th ap-l
Potntmant and a Ilk condition ex'sted In
the appointment of a member of th Nor-1
mal school board many years aero, whll
less than two year ago a member of the
state seoat wa appointed to a position
on the pardon board, so that If the
present governor should be convicted1 of
assaulting the constitution he would prob
ably receive a speedy pardon.
Th loophole through which appoint
ments have squetsed appear In th
words "from the governor and seoaie,"
and as th latter ha had nothing to do
with the appointment attorneys stretch
a point and say It applies only to appoint
ments made by the governor and senate
