be held next Tuesday. A committee con

from Santiago to Kingston and from
Kingston to England being suspended.

view, but that he may proceed direct to

Informed reporters that he was in
vestigating, the illness which was re
ported as preventing Robert T. Lin
coln, chairman of the board of di
rectors of the Pullman company
from coming to Chicago to testify
concerning wages' paid employes of
the company and conditions under
which they work.

Much of the testimony dealt with Mr.
Markham's expreased fear Of the plan of.
the men to form federations of craftsmen,
by railroads instead of having the crafts
belong to strictly craft unions.
"Under the old plan the railroads were
ablo to play one union against another,
and the expense of seeking redress of
.grievances waa too great to be borne by
the weaker unions," aald Mr. Wharton.
"HI fear that the railroad members of
certain craft would be dominated by
members not employed ,by the railroads
was unfounded.
"The system federation plan provide
that the grievance of the railroad men
shall be considered only by those' men,
and not by member of the craft not em
ployed by the.ratlroad involved. For In
stance a strike of machinists at an in
dustrial plant would not affeot members
of the body belonging to the system fed
eration." v
"If there was a atrike at the Baldwin
Locomotive Work would th men on a
railroad using Baldwin engines strike too
rather than repair Suoh engines," asked
Commissioner R. H. Aishton.
