Tho only restriction was that the company must realise 79 per cent on the sale of bonds, allowing SO per cent -for discounts and commissions. Beal and Shumway led the attack on the Wit Dodge and Qulnby were Its de fenders. Dodge explained that a reason able amount was absolute necessary for development purposes. Twenty per cent would have to be struck off as discount in order to find a market. That would allow only 6 per cent for what some peo ple termed "promotion" purposes.
