LINCOLN. Feb. 3 .-(Special ) A hard
blow Is dealt the corrupt practices act by
Representative Broome's bill, house roll
477, by which the personal expense of any
candidate In various phases la not to he
included In the limit of money allowed
to be expended according to the number
of ovtes received by the candidate. Th
bill waa filed this morning.
The amendment proposed eliminates the
clause of the. aw requiring the adding of
various Items of expense such as per
sonal postage, for letters sent and also
for circulars and posters snd th print
ing bills for such articles. Telephone and
telegraph bllla are to be eliminated from
th list of expenses.
No change la made In tlie cluase relat
ing to the buying of "treats." There I
no change made In the limit according
to thu number of ovtes except that the
limit of WW votes is dropped.
The all-Important amendment proposed,
reada as follows:
"Be It further enacted that all neces
sary expense for lf alone, for travel
and subsistence, stationery postage, writ
ing or printing and distributing letters,
circulars and posters, telegraph and tele
phone service shall be regarded as ex
penditures and not as" paft of the sum

of the Board of Control Into the
affairs of the various state Institutions
led to the Introduction of a bevy of bill
before the house this morning by the
house committee on state institutions.
They provide for a revision of th laws
governing the admission of Inmates to
the various state Institutions. v
Censorship of correspondence from In
mates of the State Hospital for the In
sane Is revised In one measure. General
freedom Is given In the writing of let
ters, at least, one per week la permitted.
The admission of Inmate to the Hos
pital for th Insane shall follow an In
quiry under a set of question to be com
piled by the Insanity commission of th
arlous counties In a certain form to be
drafted.
General changes are provided In th d-
miasloD of Inmates to the Boys' Indus
trial school at Kearney, th Women' In
dustrial home at Mllford. th Girls In
dustrial horn at Geneva and th Ortho
pedic hospital In Lincoln.
Changes In tha name of some of the
Institutions are also proposed. One would
change the nam of. th Blind Institute
to th Nebraska . School for the Blind.
Another bill proposes the changing of
th Haatlng asylum title to that of In
glnalde Hospital for the Insane.

duced this morning. The creation of a
state fund known as the state conserva
tion and soil survey fund Is proposed as a
means of disposing of th license fee of

of foreign real estate doing buslnesa In
the state.
The sales of real estate, stocks and
bonds and other securities by individual
la permitted by his offered amendment,
provided them securities were purchased

Reaalat Haadllu Transfers.

transfer will become a misdemeanor If
the plans of th Lancaster county dele
gation do not go amiss. Their measure

a murmur of dissent the house committee
of the whole this morning recommended
for passage the bill that reduces the state
normsl board, and which, as amended la
the standing Committee, puts the quietus
on Tom Majors of Peru and Dan Morris
of Kearney as members of the board.
As originally introduced the bill abol
ished the atate normal beard and put
those atate Institutions under the regents
of the university. This part waa stricken
out and an amendment offered reducing
th number of the appointive members of
th board from five to three and providing
that no board member might come from
any county In which a normal wa lo
cated. The bill aa amended make th super
intendent president of the board and th
stat treasurer I secretary, those posi
tion having been hitherto elective with
the board. The other three member of
th board are to be appointed by the governor.

th routes profitable it will be easy to
find ships, but In the open competition

new trade. A government ship can do in
thl respect what a private ship would
not do.
Freight Rate Abnormal.
"In addition to our permanent needs
we hav urgent temporary demand - to
consider. There ar numerous reason
why the government should be prepared
to meet such an emergency a that which
now confront us.
"Our traffic Is Interrupted and avail
able ship ar so carce that freight
rates have risen enormously. Govern
ment competition would tend to prevent
th Injustice from which our commerce
Is now suffering.
"The government, acting for all the
people, has already responded to recog
nised needs In establishing the branch
banks and In the provision made for a
merchant marine. It Is now attempting
to render further service through govern
ment owned ships, but there Is another
avenue for governmental activity.

While friendship cannot make up for
conomic dlaadvantagea or for lack of
banking or transportation faculties, still
friendship Is a factor that rannot be
overlooked. The various department

full sympathy with the president In his
effort to cultivate the good will of our
American neighbors. These effort have
been manifested In many way and In
connection with our dealing with a num
ber of countries, but I venture to call
special attention to on matter In which
the member of thl body will, I am ur.

blan treaty.
For eteven year the relations between
thl country and Colombia hav been ab
normal. All th republics In Central and
South America will be favorably affected
by the termination of this misunderstand
ing. Th pending treaty doe net reopen

deals with the situation as It exists to
day and attempts to reach an honorable
settlement which will be satisfactory to
both nations and thu restore the friend
ship which so long existed between the
United States and Colombia.
The secretary referred to the new bank

Buys Gold Brick
KANSAS CITY. Mo". Feb. S.-A "gold
brick" Is reposing today In the Kansas
City pollc station for th first time in
thirty years. Th brick was sold last
night to Frahk Caramusa, an Italian
grocer, who bought a half Interest In it
for 12,000, of which he paid t'-OO In cash.
Two men and a woman were arrested
a few hours after Caramusa turned over
his purchase to the police.
Caramusa wa led to believe he was
dealing with a miner, recently arrived
from Alaska and anxiou to return to
Italy because of ill health.
