Not all the mysterious looking men that
are to ' be seen In the lobbies of the big
hotels In New York these days are agents
of foreign governments; nor, on tha other
hand, are they men who hava something
to sell, though they' may give that Im
pression. Tha secret was given away by
U B. C. Delaney, a lawyer of Washing
ton, who, with Ms clients, hss 40,000 horses
to dispose of.
"This war has developed an entirely
new Industry, at least so far as this gen
eration la concerned," said Mr. Delaney.
"It has produced tha war commission
broker.
"I hava met here former agents for
steamboat lines, rx-brokers, ex-clerks and
engineers, and they hava all got contracts
from foreign governments, or they tiave
something to ell,"' he said. "In most
cases I hava Investigated, neither la true.
They know somebody or profess to know
somebody that has tha one or the other.
They belong to th great class of middle
men who want to maka commissions. As
a rule, they ars fakes, pur and simple
at least, that has been mr experience.
I mean tha fellows who hold you up in
tha hotel lobbies, and who run after you
on the streets. How they manage to get
hold of one's name and his business beats
ma.
"Why, I hava received doiens of letters
from concerns that they understood I
was , buying things for foreign . govern
menta, and begging, to hava me look over
their catalogues. I hava been suspected
of having come from Europe to make
contracts, Instead of its being the other
way. I hava got something to sell my
self. "I will be walking through the corridor
when a mysterious looking mart he may
be well dressed, or he may be shabby, or
ha may look as if ha had assumed a dis
guise proper for the occasion. He will
first glva me what looks like a 'high
sign.' Then he will sidle over In my di
rection and whisper In my ear, as if my
Identity were a stata secret. 'This Mr.
Delaney T Than ha will run n: : I un
derstand you are purchasing; supplies for
foreign governments. Now I hava so many
head of horses, so many old overcoats, so
many thousand rounds of ammunition,
so. many cannon, so many guns of every
description,' or something of tha sort I
always let them talk, and then they won't
believe me when I tell them I am buying
nothing.
"Then there li the other kind, who
want to purchasa anything In tha nature
of war supplies. They are just as mys
terious. If they find out that I hava
horses they want me to glva them an op
tion on them for two or three days. When
I ask them to take me to the-real man
who has tha contract they admit that
they cannot do that at once, but their
relations with that person are of such a
close and confidential nature that they
can do anything, but It will take a little
tlmo. They can put me In touch with
Prince Somebody, or Count Soandsn, or
Colonel X. When I ask to be put in
touch they say they will consult . their
clients and disappear. Later comes a
telephone call which gives the Informa
tion that their man has gone to Washing,
ton. If I will glv them absolute carte
blancba In the matter they will purchase
tha horses and equipment from me. Often
such a 'deal' has ended In a request to
borrow .'money from ma.
"Bomf of them make their way to my
rooms, and If tha door happens to be un
locked they will open without knocking.
If they see a piece of paper lying on the
dressing table they will try to get near
enough to It to see It. Nona of these I
mention are German aecret agents, be
cause I know pretty well who those fel
