Connell, city health commis sioner, arraigns the Carter Lake club management for not providing pulmotors and life saving devices at the swimming pavilion. The last death, a 16-year-old boy, Is what Incensod the health commissioner. "This boy's life was a sacrifice to neg ligence," said Dr. Connell. "It this club was located within the city limits I would have an ordinance passed compelling the management to keep safety appliances. "Every year lives are lost at Carter lake that need not be lost.
