egram.) Senator Hitchcock took the floor
tonight to champion the original resolu
tion justifying the president in using tho
armed forces of the United Btates In
Mexico. Senator Hitchcock was cross
questioned by his colleague. Senator
Norrls, who endeavored to bring out that
no other demand had been made by tho
United Btates for reparation for injuries
at the hands ot Mexico than that caused
by General Huerta's refusal to tire a
salute.
Senator Hitchcock replied heatedly that
the present was not the time to dlscusa
diplomatic details. He maintained that
the Lodge substitute was merely a criti
cism ot the president for his policy
towards Mexico.
Senator Norrls repudiated the assertions
that partisan gain was behind the advo
cates ot the Lodge substitute resolution.
"It is a serious charge." he said, "that
I or any one ot us on this side seek to
secure party advantage out of the Mexi
can question. It will take but one mo
ment ot thought for a man to realize that
any party advantage which can be gained
here on this occasion must be gained on
the other side of the proposition.
"I know I am taking the unpopular side
in supporting the substitute, but I am
Impressed with the belief that I am right
and that the years to come will show it
