NKW YORK. Feb. SB. -A sham break
In quotations, which began In the luw

the market today, until losses of one to

in volume as tne session progressra una
In the tatter cart of the day there whs
active selling for bolh accounts.
The decline in tho low tirlceu rauroau
stocks was Influenced largely by foreign
selling, much from Amsterdam. Tho
decline of these stocks ' recently and
pending financial readjustment of the
Reck Island and Wabash companies In
duced foreign holders of these, shares to
throw them over for what they wouia
bring. Celling from Amsterdam, where
largo amounts of theso stocks have
leen held continued here until long
after the closo of the European mar
kets. The Jlock Jsland Issue again
made new low records. Denver & Rio
Grande preferred fell to tho lowest
price on record and the common to the
bottom figure since 1908. Missouri Pa
cific and Missouri, Kansas & Texas also
felt the errect ot this selling, but tne
Wabash shares made a better showing
than on recent days.
Tho siumn of the standard snares.
Influenced by tho weakness of the
minor Issues, was coincident with the
cliculatlon of a ropoU that decisive de
velopments would occur in tne Mexican
situation beforo the close ot the week.
hllc there apparently was no authentic
baBls for tho retiort. It was effective in
promoting bear so ling. contriuutory
factors wero tho poor railroad reports
and less favorable trade news, The
January statement of both Atchison nnd
the Baltimore & Ohio showed decreases
In rtoss earnings of more than Jl.oouooo.

Says Health Officer
Should Devote Full
Time to His Duties
CHICAGO, Fob. .-A ptibllo health of
ficer to be efficient must give his full
me to his public duties. It was declared
ero today by General W. C. Jttrcker, as
sistant surgeon of the United States pub
lic health service. In an address to the
Federation of State Medical Boards Oen-
ral riucker asserted that there were
threo requisites to thorough public health
dmlntstratlon.
Theso three are the well trained, welt
remunerated, full time health officer,"
sold Ooneral Ilucker, "the power behind
him in tho shape nf Intelligent, accurate
aw and tho riequalo appropriation.
Public heoltli can bo bought at a price.
Compared with the returns it brings, the
price Is not high. Sanitary appropriations
usually are dealt out with a parsimonious
and grudging hand. It Is necessary that
the public health officer demonstrate Jn
arms ot dollars and cants that publio
health and public wealth are inseparable.
The humanitarian aspect ot the question
should not be forgotten, but tt is of rela
tively small importance In a country in
which the courts have fixed the value ot
a human life at about $6,000.

Court Stops and All

Stop Smallpox Spread
Smallpox stalked into the ranks of the
Jury sitting In a case In the court ot
Judge Leo Kstetle, with the result that
proceedings were stopped for a time. Dr.

had to be suspended tor some time while
the other eleven Jurors and a great many

The case thus rudely Interrupted waa
that ot Joseph Oalatz against the Union
Pacific Railway company. Qalatz Is suing
for damages in the sum of $10,000 for In-
