the government bonded warehouse, No. 1,
has been appointed gauger to succeed W

dent -with the advancement of Mr. Lynch
comes the appolnntment of J. J. Donovan
of Omaha as storekeeper by Ross V.
(Hammond, collector it Internal revenue.
The appointment was made from the list
of eligible men who had passed the civil
service examination for the position. The
promotion of Ben F. Lynch carries with
It a substantia! Increase in salary. The
position of storekeeper at tho government
warehouse carries with it a salary of Jl

exposition at San Francisco in 1915. In
view of recent events in California, how

that thero Is nothing In the so-called
bluo sky law of Nebraska that will brand
tt an unconstitutional, In tho light of tho
decision Just rendered by tho fcdernl court
at Detroit, Mich., Issuing a temporary ln
Junction against ihn operation o( tho blue
sky law of that state. Tho decision there
was based largely on the ground that tho
law is In violation of Interstate commerce
rules In that It prevents tho sulo of bonds
of outside Investment companies in
Michigan. Tho court defines bonds as
articles of commerce. Tho law In Mich
igan also undertakes to regulate the Issuo
of stook and prevent such sales when the
railway commission decides that a com
pany Is unreliable and unsound.
Tho three Judges who gave a utiantmouri
decision In the Michigan caso also pointed
out that the restraint of interstate com
merce is complete in tho blue sky law as
It stands, since It provides that a non
resident may not sell bonds of another
state, however good they may bo, for
thjrty days nfler offering them.

blue sky law of Nebraska, which was
passed, by the last legislature,
Tho Nebraska law states that a for
eign corporation offering securities
for salo In this state shall receive a
permit from tho State Hallway commis
sion after tho railway commission has
been satisfied as to the solvency of the
concern, otc.
It requires that with tho application
for a permit tho corporation, person or
firm shall file an Itemized statement of
financial condition and other Informa
tion. '
If the company offering stocks or bonds
In this sta'to shall not have been In op
eration more than six months the ap
plication for permit shall so Indicate on
Its faco.
If tho agent Is to be paid more than
15 per cent commission for selling tho
securities stfch, fact shall be set forth
on tho face of tho permit
Every company outside of the state on
applying for permission to sell securi
ties in this state must file a copy of the
laws under which It Is organised, in Its
home state.
These are somo of tho eallent features
or the Nooraska blue sky law. Tho law

court shall declare any Bectlon of tho
act unconstitutional, that decision shall
apply to that section Only", and that tho
rest of tho law shall stand na valid.
