The abovo are a few of the pithy re
marks made by L. J. Quinby, W. F. Bax
ter and O. Frank Odell In addressing the
eltal Kstate exchange Wednesday noon.
These three men were Invited by the ex
change to expound the single tax doctrine
to the real estate men.
Quinby held that the application of the
single tax, or the exemption of all Indus
try and Improvement from taxation, and
the' placing of all taxes on ground values,
would hurt no one but the land specula
tor, who holds land out of use until the
community has grown about his land In
such a way that the. Increasing popula
tlon Is forced to pay him a large price
for his ground before It can be put to use.
Glvea an Example.
He gave the example of the man who,
seeking to rent a home, found rents
twice as high In one town as in the
other.. The man called the attention of
the owner to this fact. "Ves," replied the
owner of the house and lot, but In that
town over there you have no paving, you
have no fire department, you have no
police department, you have no sewer
system."
The man took the house and paid the
higher rent In order to get all these ad
vantages. Then came the assssor and
demanded entrance to the house to levy
tax on the household goods. The man
refused to admit htm. "Vou are a queer
man." sold the assessor. "Don't you know
that we have to tax your household goods
and all your property to maintain a
police department, a sewer system, a fire
department, and to maintain the paved
streets?"
"Have I not already paid Mr. Jones,
the landlord, for all these things?" re
plied the irate renter.

V. F. Baxter called the attention of
the exchange to the fact that a tax on
merchandise, for example, Is never paid
by the merchant, but by the man who
buys the goods, or the consumer, He
argued that a tax on land values Is the

wealth and energy to Houston, It is
unassessable."
Frank G. Odell gave nn Illustration' of
a piece of vacant ground In the heart of
Portland, Ore. The ground, he sold, hod
been bought by the present owner some
years ago for I3.O0P. Tho owner had
Just refused JJ.2S0.00O for the grouhd, the
offer coming from a concern that wante'd
to build a $5,000,000 skyscraper on It. At
tho moment he refused that offer 40 per
cent of the men In Portland were said
to be out of work. "By refusing- that
offer," said Odell, "that man was not
only holding It for still greater profits,
but ho was preventing the expenditure
of an additional (3,000,000 In the city,
which would have given employment to
a vast army of the Idle men of the city."
Davis Carries Old
Checks Around With
Him as Evidence
J. A. Davis, head of a labor agency in
the city, Is carrying In his pocket the
cancelled checks, showing that since 1901
ho has paid the city of Omaha something
like 1300 In licence fees for the privilege
of doing a labor agency business In the
city. This he does to prove false the
statements of the license Inspector,
Berkowltz, who recently charged that
Tavls had given the office a lot of
trouble and had not paid his full llconse
fees during four of the last six years.
"I have been in the labor agency busi
ness since away back In 1S3S," said Davis,
"and In all that time only once did I
get by with a six months' license. I have
the cancelled checks to show exactly
what I paid the city for this purpose,
and anybody can see them. There are at
least eight labor agencies, though, in the
city, that are getting by without paying
their license fees. I should like to know
how they are doing It. Also, I should
;iko to know what the Inspector Is doing
when he lets them get by. Also I should
like to know why he Is making such
charges against me, when I havo all the
cancelled checks In my pockets to show
as receipts for what I have paid."

Assistant City Attorney Louis J. ToPoel
and City Attorney John A. nine, with
thv law spread out before them In Judge
Baker's office, held a prolonged confer
once yesterday relative to tho opinion the
city legal department will render inter
preting the liquor license law as It ap
plied to wholesalers and retailers.
Police Commissioner J. J. Ryder has
Intimated that he will not permit "barrel
houses" and wholesalers to sell over a
counter without a retailer's license. To
this' Mayor Dahlman has Indicated that
he Is strenuously opposed, because the
practice," presumably contrary to or an
evasion of the law, has been permitted
in the past.
The question the city legal department
will be asked to answer is whether or
not a "barrel house" may under the law
sell liquor over a counter at retail even
with a retailer's license. There Is a
statute which has been Interpreted to
mean that anybody Interested In any
wholeealo liquor business cannot legally
be engaged or Interested In a retail liquor
business. The matter of determining
whether or not such an Interest exists Is
left largely with the city commission.
This latter law has been evaded by the
owners of a wholesale or "barrel houses"
taking out license to sell at retail In
another man's name It Is understood
that where the Identity of the two
licenses can be established the council
will strictly enforce the restrictive law
and refuse to grant the retail license.
MRS. EDITH PEW SECURES
DIVORCE IN DISTRICT COURT
Judge English granted a divorce to Mrs.
Edith Pew, wife of Arthur Pew, who
applied for a separation from her hus
band on grounds of non-support and mis
conduct. Mrs. Pew was also given charge
of the Mediator, a local weekly periodical
which she has been Jointly Issuing with
Mr, Pew, who has heretofore appeared
as its manager.
