onel David Du Dose Oatllard. United
'states army, who directed the engineer
ing work in the, Culbera cut division of
the Panama canal, died mt Johns Hop
kins hospital hero today.
Colonel Oatllard has been a patient at
the. hospital since August 17 'last, suffer
ing from a growth In the head, the re
sult of seven years arduous labor In tho
tropical climate of the canal son. He
failed gradually, but steadily and for the
last two months has been In a,, state f
coma, due to the pressure of' the cranial
growth In the brain cells. The phy
sicians decided some time ago that an
operation was useless and might hasten
his death.
He Is survived by his widow and a son,
Lieutenant David P. Gallla'rd, United
Btates army. Both were at the bedsldo
when the end came.
Lieutenant Colonel Gaillard was born
at Wlnnlsboro, B. C In 1859. He grad
uated from West Point Military academy
In 1884 and since that time has won many
honors In the engineering service. A
bill was Introduced In congress last
month promoting lilin to the rank nt
colonel In recognition of his distinguished
services which culminated In the great
engineering feat In the Culebra section
of .the Panama canal. When Culebra cut
was flooded by the blasting of Q am boa
dike on October 10 last, Colonel Oalllard
lav unconscious In his bed at the hos
pital here.

lamation prohibiting the Importation of
arms and ammunition Into Ireland was
Issued here todny. This step Is taken to
counteract the activities of the I'lster
volunteers, who have for some time been
drilling with a view of opposing tho
Irish government should the home rule
bill become law.
King George signed the proclamation
at a meeting of the privy council yes
terday. The document la based on the
provisions of the customs consolidation
act of UN, Instead of on the Irish crime
act, as had been expected.
The only reason Riven In the proclama
tion for taking this step Is the state
ment! Whereas,, It Is expedient that the Im
portation into Ireland of orms and am
munition and other iroods hereinafter
mentlonsd should be prohibited.
The proclamation specifies all "articles
Intended for or capable of being used
for military purposes," but exempts
arms and explosives designed solely for
sporting or mining usee.
