To the Editor of Tho Bee: In the last Issue ot the Modern Woodman, the official organ of the order, Is a proposition in coupon form for a vote of the members of the organisation on the question of rates. It does not seem to be in an official form and no one seems to father the scheme and the general plan of members la to Ignore It. It the coupon plan Is backed by the head officers, it Is the opinion of some lawyers that they are practically disobey ing the terms of the Injunctions Issued in a number of states. Then again, we have the promise ot the head officer, that nothing more will be done about rates Until the next head camp meets In June, 1914. If the coupon plan Is not backed by the head officers, many are wondering- what good it will dp to fake any vote, what assurance that the votes will bo counted as cast by mail by the members have we, and what Is the objeet in taking such an unsatisfactory votet Most of us would rather wait for a consideration of rates Until we have men at the head of the organisation who are In sympathy with the great mass of the members and who will not try to force upon us rates that we do not favor and do not want.
