A bill for the, creation of an Insurance
department was offered In the senate by
Cowles. It contemplates separation of
the Insurance business from tho office o
state auditor and creation ot an entirely
soparate department with a head ap
pointed by the governor and confirmed
by the senate. The Insurance bill to for
bid discriminations In writing policies,
which went to the house, will now prob
ably be defeated because it Is found that
the bill was so amended that the Insur
ance companies are unwilling to accept
of the same.

While traversing the ruins left by the
Omaha tornado one of tho best known
and most loved women physicians of
Council Bluffs had an experience that
jarred' heavily upon her sensibilities,
She was traversing the desolated district
In her Ford car, not wholly to gratify
curiosity, but to seek newer opportunities
to alleviate human suffering. Her car
has grown rather bizarre looking from
constant uBe, and the physician herself Is
not fussy about her clothes or ever cares
to waste any valuable time thinking
about her raiment.
In her mission of mercy she had stopped
her car at the curb and was waiting for
word that would send her in another di
rection, A big, new, glossy cor, .driven by
a liveried chauffeur and containing an
aristocratic looking party" of a man and
several women came up behind and hit
the light Ford car, damaging It to a
considerable extent.
The Impact threw the Council Bluffs
physician ' forward with some vlolenes,
but did not Injure her In the slightest de
gree. The chauffeur got off his master's
car . and indolently walked around the
damaged vehicle, and then resumed his
seat at the wheel. The owner, of the
damaged car also left her seat to make
an examination and wan critically eyed
by the party In the other car, The only
remark came from the big car, .and It
expressed relief as well as contempt. "Oh,
It's only a country Ford!" The chauf.
feur then backed away and the big car
passed, with the faces of all the aristo
cratic Inmates turned tho other way.
Not wprd of regret was expressed at a
moment when sympathy for misfortune
was making the very air vibrate.
