Some legislators have favored locating tha serum manufacturing plant at Ames,' and leaving the whole matter of the adminis tration of the scrum and of police con trol of epidemics to the animal health commission located at Dcs Moines, it this plan were adopted It would result In a divided responsibility, which would result In failure to place mlswiues, or failures, to the credit of the party to whom they belong. Besides, the loca tion at Atnes Is such that It tvoulil be impossible to make direct shipment of serum from Ames to many of the locali ties In the state.
