Hoot in suggesting It. would be to
revise southern representation by
agreeing upon a delcgnto apportion

to do this at a time permitting its ac
complishment free from tho boat of
a presidential contest and. tho com
plications of conflicting candidacies.
That tho object Is desirable, and
the method feasible, is generally
agreed, but doubts nre expressed by
somo as to whether the time Is not
yet premature, and that conditions
would bo more auspicious a year
honco after democratic control of all
branches of tho national government

closer combination of opposing

First, to exempt, from at least all
special taxes to nn amount of $5,000 or
$10,000 valuation, the homostcads of
widows, who, themselves or their hus
bands, have lived and paid taxes In the
state for a certain length of time. Hs
ptclally ought this to apply In the case
of widows left with dependent children,
nt least, until she remarries or until
a certain number of the family have bp
ccme of age and able to help support the
family. Mothers' pensions are fine, but
In lots of cases would not be necessary
if the state will be considerate In other
things. Let the taxes be met by the able,
tho healthy, the wealthy, to the end that
those who aro unavoidably handicapped
