Police Commissioner Ryder left last , night for Kansas City, where ha will (Inspect the municipal workhouse there I with a view to establishing a similar one in this city. I Mr. Ryder is planning-' a workhouse i that will be self-sustaining and will pro- vide all men who are out of work or who are sentenced to short terms In Jail with 1 an occupation. ; The police commissioner believes such a 'house would be a Godsend to many men, as they could be provided , with clothe and a little money at the con clusion of their services. Details of , the plan have ; not been worked out. but Commissioner Ryder mar extend the scope of the Institution to include Juvenile offenders. - If Juvenile offenders are included a separate management will have ' charge of them and they will not be housed with the "hardened criminals." Commissioner Ryder, will present his p;an to the city commission ' for action at an early date. Water Plant Money Makes Record in Treasurer's Office According to the report of County an.l City Treasurer W. O. O'Toole, 2623 South Thlrty-seV- enth street, will oppose the passage of the brick kiln" ordinance which the elty council has placed on Its first and second readings. This ordinance provides that brick: kilns may be built In the city and operated If the chimneys are built 100 feet high. Two years ago an ordinance was passed prohibiting the . construction of brick yards within the city limits. Brick manu facturers carried the ordinance Into the supreme . court, .where It was declared constitutional, Mr. O'Toole, discussing the ordinance with Commissioner Dan B. Butler this morning, said the amendment under con sideration by the council would permit Herman J. Krlttenbrink of South Omaha to build a brick kiln at Thirty-seventh and Wright streets. It was over the construction of the Krlttenbrink kiln that the legislation two years ago arose, resulting in the passage of an ordinance prohibiting such institu tions within the city limit. Fight on When Loaf of Bread Must Have Sixteen Ounces Must a loaf of bread weigh sixteen ounces at the time the housewife buys It at the store? On the decision of this question depends the Innocence or guilt of A. O. Bundgren, the baker, charged by John Grant Pegg, Inspector of city weights and measures, with selling short weight bread, and .who is being tried in police court The city ordinance requires that eaoh single loaf of bread weigh sixteen ounces ana each double loaf thirty-two ounces at the time of baking. The bakers assert bread will shrink from one to two ounces In the course of ten hours. City Prosecutor Anheuser interpreted the ordinance to read that each single leaf of bread must weigh sixteen ounces at the time it Is sold at the stores. Police Magistrate Foster eantlnued the case until Tuesday In order that the defense might bring In decisions to prove that their Interpretation of the ordinance Is right. . P. r. Peterson, president of the Union Paciflo bakery, testified that all the lead ing bakers put eighteen ounces of dough In each loaf of bread and that to his knowledge all the bread baked by the bakery he is affiliated with tipped the scales at the required weight when It left the shop. ... The prosecution suggested that the" bakers put nineteen ounces of dough in each loaf, which would prevent the bread from shrinking below sixteen ounces. Mr. Peterson and Mr. Sundgren both said that If this was done It would mean a loss of $1 on every SOO loavea of bread baked. They explained that flour was at least GO cents higher now than, three months ago and If an extra ounce of dough was put In each loaf of bread It would spell bankruptcy for the small concerns.
